This is an exciting opportunity to work within the North East and Yorkshire Regional Workforce Transformation and Education (WTE) Team in NHS England. This is a dynamic and fast-paced role which is key in the delivery of the retention programme within international recruitment.

The post holder will lead on project(s) supporting the regional delivery of a safe, sustainable, and expanded Nursing, Midwifery, and AHP workforce. Specifically, the support of the international recruitment and retention programme across the North East and Yorkshire region, with an expanded portfolio to share and spread the methodology to all regions within England.

The successful candidate will have a current Nursing, Midwifery, or AHP registration, or a HR background; together with experience and understanding of international recruitment and/or retention initiatives. The post holder will be required to provide proactive project management and leadership support as part of the WTE team, to ensure that programmes of work they are responsible for are planned and successfully delivered. They will need to have a track record of supporting the delivery of successful programmes of work and change.

In addition to working closely with NHSE regional and national teams, the successful candidate will be expected to work and communicate effectively with a wide range of stakeholders including local systems and provider organisations.

Working both as a part of a team and independently, they will be able to demonstrate ability to meet deadlines and have an understanding of project management, data, communication, and engagement. Critical to success is an understanding of the health professional workforce agenda.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.

Working to support the Regional Nursing, Midwifery and AHP Workforce Lead, the post holder will work as part of a dynamic team, in partnership with the regional and national NHSE team, ICB colleagues and providers to support:

Delivery of key initiatives and programmes of work linked to the Long-Term Workforce Plan and other CNO workforce priorities.

Enable alignment with the broader professional and clinical agendas and priorities related to safe staffing and the clinical workforce.

Agree key regional priorities and develop communities of practice/action and Shared Decision-Making Councils ensuring the voice of our workforce is central to support and facilitate development and delivery of programmes.

Provide leadership to ensure positive experience of international recruits must continue to be made in supporting international colleagues to create strong foundations, feel welcome, build belonging and maximise personal and professional growth.

Work across all clinical professional groups to identify and support the spread, scale and uptake of positive practices that challenge cultural systemic and retention issues. Actively engage with and promote a culture of research and evidenced based practice, developing networks and systems across the region linked to StayAndThrive.

Provide professional leadership across acute, primary care and community services, including the Community Nursing Programme and General Practice nursing to support the integration of internationally educated staff.

Support enactment of policy change contributing to international retention through engagement of those with lived experience.

Provide professional leadership in the delivery of the CNO equality, diversity, and inclusion (EDI) strategic objectives whilst supporting the improvement of cultural competence.

Working with analytics and workforce insights team at Place, System, Regional and Nationally to understand information e.g. WRES, Staff Survey leading to change.

Provide expert professional leadership and be able to respond dynamically to emerging professional issues where regional leadership is required, liaising with professional regulators, Arm’s Length Bodies, Department of Health and Social Care as appropriate.

Working synchronously/asynchronously, digitally and face to face, to connect people to national programme offerings, facilitating cross-regional collaboration.

The post forms a key part of the regional nursing, midwifery and AHP workforce team. The post-holder will provide credible, effective and visible professional leadership at the region area and will make a corporate contribution in achieving implementation of the NHS Long Term Workforce Plan, CNO / CMiDO / CAHPO professional strategies and the NHS Constitution.
Delivering corporate responsibilities and deputising for the Regional Nursing, Midwifery and AHP Workforce Lead, where directed, across the whole of their portfolio. Working collaboratively, as part of the clinical directorates within the sub- regional team and locality areas, supporting the delivery of key objectives and strategic goals.
