Job description

Lead a team providing strategic economic analysis and appraisal for the strategic road network, supporting delivery of Roads Investment Strategy 3 (RIS3) while shaping RIS4 and future investment programmes. Working within the multi-disciplinary Roads Economics, Modelling and Evaluation (REME) team, you will collaborate with economists, researchers and modellers to provide trusted evidence, evaluation and value-for-money assurance. The role offers the opportunity to develop leadership skills and provide analytical leadership across DfT and National Highways.

Your responsibilities will include, but arent limited to:

Leading the economic and analytical input.
Leading on business cases for Tier 1 road schemes.
Managing and coordinating analytical delivery.
Leading analytical input into Spending Review 2027.

Great line management is important to us as an organisation, and we will equip and support line managers to develop the skills set out in the Civil Service Line Management Standards.

Person specification

You will be required to provide evidence that you hold any essential qualifications/licenses at some point during the recruitment process. If you cannot provide evidence, your application will be withdrawn.

To be successful in this role you will need to have the following experience:

A broad experience of economic and appraisal methods, including commissioning, scoping and delivery of economic and appraisal projects
Working with policy to identify what evidence is needed, and targeting analysis on decision-making
Leading a team and delivering work through others, including quality assuring analytical projects at all stages from specification to the use, and communication, of evidence

Additional Information

You will be required to undertake the Foundation e-learning module of the Contract Management Capability programme once in role, unless this accreditation is already held.

Working hours, office attendance and travel requirements

Full time roles consist of 37 hours per week.

Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 30 hours per week.

This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.

The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.

Occasional travel to other offices will be required, which may involve overnight stays.
