Job summary

We are seeking a forward thinking, progressive and outcome focused leader to shape and deliver HMRCs integrated approach to resourcing and talent. This pivotal role will determine how HMRC engages, attracts, develops and retains diverse talent, building sustainable pipelines for critical roles and capabilities.

Working as a visible enterprise leader and strategic partner to senior leaders, you will support HMRCs transformation agenda, future operating model and workforce plans through an effective resourcing and talent strategy with high-quality delivery.

By aligning attraction, recruitment, apprenticeships, employer brand, outreach, onboarding and talent retention, you will ensure HMRC has the diverse skills, capability and capacity needed to modernise the tax and customs system, improve customer outcomes and deliver its organisational priorities.

You will exercise corporate leadership beyond your immediate remit, contributing to collective decisions, championing HMRC-wide priorities and taking shared responsibility for the organisations performance, culture and outcomes.

Job description

Lead and deliver an integrated resourcing, talent and apprenticeship strategy that directly supports HMRCs transformation agenda, future operating model, strategic workforce, capability and location priorities.
Translate workforce plans, transformation milestones and skills intelligence into sustainable, diverse external and internal pipelines for critical, scarce, entry-level and senior roles.
Lead end-to-end recruitment services, including volume, specialist, executive and contingent labour, while assuring pace, quality, value for money and candidate experience.
Lead HMRCs apprenticeship centre of expertise, covering programme design, employer-provider and third-party provision, learner experience, governance, quality assurance and inspection readiness.
Shape how HMRC engages, attracts and retains diverse talent by strengthening its employer proposition, widening regional and community outreach, removing barriers and creating inclusive pathways into and through the organisation.
Provide visible enterprise leadership across HMRC, aligning business groups, professions, academies, workforce planning, finance, commercial and HR partners behind a shared talent agenda and the workforce outcomes required for transformation.
Drive innovation through technology, artificial intelligence, data, employer branding and improved attraction, assessment, onboarding and learner journeys.
Establish strong governance, performance measures and assurance across recruitment and apprenticeships, using evidence to improve outcomes and demonstrate impact.
Ensure compliance with employment law, Civil Service recruitment requirements, apprenticeship funding rules, regulatory expectations, procurement obligations and internal controls.
Lead strategic workforce investment, including budgets, contracts, suppliers, contingent labour expenditure and effective use of available apprenticeship funding.
Shape and influence cross-government policy and practice, building strong partnerships and positioning HMRC as a leader in resourcing and talent.
Lead, inspire and develop multidisciplinary teams, setting a clear strategic direction and creating an inclusive, high-performing culture focused on professional excellence, innovation, collaboration and continuous improvement.

Person specification

Senior leadership experience in talent acquisition, apprenticeships, workforce capability or a comparable people function within a large, complex organisation, managing significant budgets and supplier contracts, and being accountable for delivering high performance and value for money.
A strong and inclusive leader who can set strategic direction, build support, influence senior leaders and stakeholders, and lead teams to deliver through change and uncertainty.
Strong track record of shaping and delivering integrated talent, recruitment, apprenticeship and skills strategies that attract, develop and retain diverse talent, creating sustainable pipelines for critical roles aligned to workforce and skills needs.
Experience of delivering large-scale recruitment, apprenticeship or skills programmes, using data and technology to improve services and outcomes, and ensuring governance, regulatory, quality and risk requirements are met.

This role has a minimum assignment duration of 3 years. An assignment duration is the period of time a Senior Civil Servant is expected to remain in the same post to enable them to deliver on the agreed key business outcomes.
