Job Summary

PURPOSE:

Ensuring the efficient, safe and legally compliant day to day operation of the Council’s assets, vehicle, land and facilities including the management of facility usage, management of two or three Community Wardens, managing and monitoring contracts and managing the Council’s Parish Guardian (volunteers) Scheme in line with all appropriate policies and procedures.

Helping to maintain and enhance a clean, pleasant and safe environment throughout the community through practical problem solving and issues resolution in relation to aspects of the street scene, other public areas and facilities as per the remit and scope of operations of the Council and provide a quick response to issues and in partnership with other organisations and personnel.

Having day-to-day line management responsibility of the Warden Team and associated training. Being responsible for the health and safety of staff and for their actions that may affect others and ensuring that their duties are carried out in accordance with the Council’s Health and Safety Policies, identifying and recommending any staff training needs.

Attend the Council’s Operations Committee meetings as required (usually one per month) and attend meetings which cover the remit of the role (these will take place in the evening).

Undertaking minor repairs and basic maintenance tasks where appropriate and recognising when something needs to be escalated for contractor input.

The person would be required to be DBS checked, enhanced.

DUTIES:

Facilities management

· Supervision of Community Wardens and volunteers in line with the Council’s policies and procedures.

· Ensuring the full implementation of appropriate policies and procedures and risk assessments, for the effective operation of facilities, regularly reviewing and updating when necessary.

· Ensuring facilities meet health and safety requirements, comply with legislation to keep staff and the public safe. Ensuring the security of facilities and assets, including the management of security contracts and procedures, and being a key holder.

· Responding appropriately to emergencies or urgent issues as they arise and dealing with the consequences.

· Managing contracted and ad hoc hiring of facilities.

· Assisting with procuring and managing the program of contractor work on facilities including regular planned maintenance of infrastructure and kit, cleaning and regulatory inspections and ensuring up to date records, inventories, and current operating certificates.

· Leading preventative and reactive facilities maintenance and repairs.

· Monitoring, coordinating and reporting on the work of contractors.

· Checking that agreed work by staff or contractors has been completed satisfactorily and following up on any deficiencies.

· Managing the Warden team, including setting up tasks, planning day-to-day duties, conducting performance reviews, and supervising tasks carried out by Wardens

Allotment Management

· Ensuring that statutory and other provisions relating to or affecting the running of the allotment sites are observed. Ensuring that the conditions of tenancy agreements are being observed and take appropriate actions in case of non-compliance.

· Ensuring that assistance is available to respond to enquiries relating to availability.

· Arranging annual inspections, by the Warden, of fences, gates, accesses, water facilities and the like and make recommendations to the Council as to any repairs or improvements required.

· Maintaining all records in relation to allotment management and maintaining a list of contractors able to undertake repairs.

· Recommending to the council any required changes to allotment regulations or tenancy agreements.

Dog Bins management

· Managing all aspects of the Council’s dog bin service for the community.

· Regularly reviewing the location and capacity usage of dog bins and recommending re-sizing and relocation in response to usage statistics and resident feedback.

· Monitoring and reporting on the performance of the service provider against agreed service levels.

· Maintaining an up-to-date electronic map of dog bin locations.

PERSON SPECIFICATION

Experience (Essential)

· Experience in successful management and supervision of staff including target setting, performance monitoring, appraisal, development and motivation, for casual and volunteer staff.

· A proven knowledge of health and safety and security principles and procedures.

· A firm understanding of contract monitoring and management.

· Ability to work evening and weekends when necessary, according to need.

· Effective communication, verbal and listening skills.

· Ability to work on own initiative, planning and monitoring progress of workload and meeting deadlines.

Experience (Desirable)

· Working in local government and/or not for profit organisation.

Knowledge and Skills (Essential):

· Confident and effective presentation, negotiation, written and verbal communications.

· Proven ability to lead, manage and motivate employees and volunteers.

· Confident using IT applications.

· Proficiency in the use of Microsoft 365.

· Teamwork and self-management skills.

· Strong management skills.

· Good judgement and decision-making skills.

· Ability to work to deadlines and be flexible to peaks and troughs.

· Skilled in diplomacy, negotiation, and influencing.

· Commitment to equality, diversity, and culturally sensitive practices.

· Willingness to undertake additional tasks as directed by the Deputy Clerk and Council Manager/Clerk.

Knowledge and Skills (Desirable)

· Health & Safety principles.

· Qualified Emergency First Aider and Fire Warden.

· Ability to identify and exploit opportunities for the benefit of the community.

· High level of personal drive and commitment to the Parish Council’s agenda.

Qualifications (Essential)

· Significant level of job-related experience.

· Proficiency in Maths and English to acceptable standards.

· Full driving manual licence with no more than 3 points.

· Evidence of continuous professional development.

Pay: £35,000.00-£39,152.00 per year
