Salary: £36,363 - £39,152 a year pro rata plus £963 essential car user allowance (subject to criteria)
Hours per week: 37 hours a week
Contract type: Secondment / Fixed Term until 31st June 2027
This position is available as a secondment opportunity until 31st March 2027 to existing permanent employees of Luton Council. If you are an external candidate, this role will be available as a fixed term until 31st March 2027.

What you'll be doing
Help break the cycle of homelessness and transform lives.
We're looking for a passionate and proactive Criminal Justice Housing Partnership Officer to play a key role in ending rough sleeping in Luton. Working across housing, criminal justice and voluntary sector partners, you'll develop and embed an innovative accommodation pathway that supports people leaving prison to access safe housing and build a positive future.
This role involves

Lead the development and delivery of a specialist accommodation pathway for prison leavers.

Work collaboratively with internal teams and external partners to prevent homelessness and rough sleeping.

Track prison releases, coordinate referrals, monitor outcomes and report on performance.

Drive continuous improvement by identifying challenges and implementing effective solutions.

Ensure robust safeguarding, information sharing and operational processes are in place.
This is a public facing role so you’ll need to show off your fluency in speaking and writing English.

What we expect from you
You'll have experience working in housing, homelessness, criminal justice, social care or a related field, with a proven ability to build strong partnerships and achieve positive outcomes for people with complex needs. You'll understand the Homelessness Reduction Act, Duty to Refer, and the challenges faced by people leaving prison.

An excellent communicator and relationship builder.

Organised, analytical and confident managing data and performance reporting.

Skilled in casework, problem solving and supporting people with multiple and complex needs.

Committed to safeguarding, inclusion and delivering person-centred, trauma-informed services.
Training or experience in Trauma-Informed Care, PIE, Motivational Interviewing, Coaching or Reflective Listening is highly desirable.

Because of the nature of this job, it will be necessary for the appropriate level of criminal record disclosure to be undertaken.
