The social housing sector is undergoing its most significant regulatory transformation in a generation. The Social Housing (Regulation) Act 2023 has strengthened consumer regulation, increased transparency and accountability, and introduced proactive inspections and enhanced enforcement powers for the Regulator of Social Housing. As housing providers respond to rising customer expectations, stricter compliance requirements, asset investment pressures, building safety obligations, decarbonisation targets and the delivery of high-quality, affordable homes.
The Job:
The Housing Investment Service is responsible for the management and delivery of responsive and cyclical maintenance, specialist & compliance works, planned improvement works and refurbishment schemes to a stock of 24,000 domestic properties, garages and associated buildings and surroundings.
The service is structured around key delivery areas, with teams responsible for Responsive Repairs, Voids, Gas Servicing & Repairs, Electrical, Planned Improvements, Asbestos, H&S, Asset, Finance, Customer Engagement, Contract Support, Home Ownership and Claims. All teams work closely together to provide a uniform and consistent service for all our customers and stakeholders.

The Housing Investment, Asset Management team is seeking to recruit an exceptional Asset and Compliance Data Solutions Lead to help us adapt and change the way we manage our assets.
This role will Lead on the migration of data and information into our ICT solution provided by NEC (formerly Northgate), develop standards and structures for data management and lead on the continual design of data and information within the solution to support operational and/or legislative requirements.
This role is key to N&H, to assure data led decision making, particularly for the delivery of improvement programmes for example replacement windows, doors, kitchens and bathrooms, to allow information to be managed and shared appropriately for energy efficiency schemes and to ensure the safety of the properties and residents within our social housing estate.
You will work collaboratively within teams across Neighbourhoods and Housing Service, ICT and with senior managers and officers to ensure that tenants needs and requirements are first and foremost in everything we build – and that these are thoroughly captured and embedded in the operational solution.
You will have excellent skills in understanding business requirements through negotiation, communication, and empathy. You will be able to work within an Agile methodology.

ROLE AND PURPOSE
Changes in legislation means that the Neighbourhoods & Housing Service needs to alter the way it manages its assets and safety procedures as detailed in the Social Housing White paper, Building Safety Act 2022, Fire Safety Act 2021, and the Golden Thread Regulations set out by the Department for Levelling Up, Housing and Communities (DLUHC).
Central to compliance with the revised legislation will be the provision of robust data solutions to manage, integrate, report and share asset, safety, and compliance-related data, in a way that enables the service to effectively and efficiently manage relevant processes and gain assurance on the accuracy, validity and quality of the data. NEC housing and The Compliance Workbook (TCW) are essential to support asset management, performance management, and delivery of planned programmes of works and will require the post holder to: -
- Lead on the design and implementation of an end-to-end solution that captures all relevant business requirements and complements new NEC Housing modules, and TCW with existing NEC modules/services, such as repairs, allocations, and adaptations
- Working with NEC and Systems Team on integrations with other line of business systems to assure effective data sharing and the enrichment of asset/element information
- Develop, publish and maintain standards for data management, quality and structures for all asset and compliance data at elemental level to support future operating models and decision-making requirements e.g Building Information Modelling (BIM)
- Lead on design of data and information within solutions to support data and information requirements identified operationally or in Legislation e.g. smoke/damp sensors and Building Safety Cases.
The Council is in the process of developing a Smart City Platform to support the Councils Digital Smart City Strategy which aims to bring together data from across the Council, partners, external services and IoT devices to facilitate broader data sharing and data driven decision making within the Council, partners and the City of Hull.
PRINCIPAL ACCOUNTABILITIES:
1. To promote and safeguard the welfare of children, young people and/or vulnerable adults (Service Area to include where appropriate)
2. Customer Focus – Develops and builds strong relationships with services and partners to understand business requirements relating to data and system useability.
3. Performance Management - Responsible for enabling services and partners to successfully manage and use their data for decision making, to provide business intelligence, performance, and operational reporting.For example, supporting the design and development of Power Bi solutions and dashboards appropriate to the level of detail required.
4. Statutory Obligations – Champions data protection and information governance by desiging a solution that ensures compliance to appropriate legislation and agreed local policies. For example the Social Housing White paper, Building Safety Act 2022, Fire Safety Act 2021, Fire Safety (England) Regulations 2022, and the Golden Thread Regulations set out by the Department for Levelling Up, Housing and Communities (DLUHC).
5. Leads on the design and configuration of the solution using skills such as, but not limited to Oracle SQL including defining underlying core data structures, recommending, and refining business rules whilst understanding the needs of the system as a whole. Provide governance around data management ensuring data sets are properly managed and governed appropriately.Produces design documents for sign off.
6. Leads on best practice and standards compliance for data structures including future proofing for methodologies such as BIM and the associated levels of maturity.
7. Responsible for extracting, cleansing, transforming, and loading data into NEC Assets and Risk Management modules and other solutions as appropraite.Responsible for documenting testing scripts, and performing system testing to demonstrate successful data extraction, transformation, and load. Provides exception reports, documents, and agrees strategies to manage conflicts with structures and data. Assists in the planning and conducting of user acceptance testing.
8. Leads on the design and configuration of system user interfaces with supplier and users to ensure interfaces are optimised in accordance with new business processes as defined and agreed by the business analyst and users.
9. Work with services to understand their management intelligence needs and lead on the design and development of reports/Power Bi dashboards with the performance team that inform both internal and external policy, procedure and guidance; inform and support process redesign; meet statutory requirements and report and monitor effectiveness of operational strategies.
10. Leads on work with other services such as ICT/ISCP to understand how asset, compliance and IoT data might be used to complement corporate data initiatives and projects.
11. Supports teams with the transition of solution(s) into the business, including the necessary hand over required to ensure the solution can be maintained and supported as business as usual by the ICT operations teams.Provides suitable documentation of all work performed.
12. Undertakes chosen project management methodology including, risk, issue, change, lessons learnt, and reporting as required (e.g. may be Agile/Waterfall/PRINCE).
