Qualitas Housing are a non-profit Community Benefit Society that provides a range of housing options such as Supported Housing and healthcare facilities for vulnerable people. We work in partnership with different organisations for the benefit of those living in the communities in which we operate.
The Referrals and Income Officer will be responsible for managing referrals into the organisation’s supported housing services, coordinating the assessment and placement process, and supporting the effective collection of rental income and service charges.
The postholder will work closely with local authorities, support providers, housing benefit departments, internal housing teams and prospective residents to ensure that referrals are processed efficiently, placements are appropriate and accommodation is occupied without unnecessary delay.
The role will also support income recovery by monitoring rent accounts, assisting with Housing Benefit claims, identifying payment issues at an early stage and taking appropriate action to minimise arrears.
The role will be office based in Blackburn but hybrid working options can be discussed with your line manager.
Responsibilities
- Manage referrals from local authorities, support providers and other partner agencies from initial enquiry through to placement.
- Review referral information, risk assessments and support needs to determine suitability for available accommodation.
- Coordinate assessments, property viewings, sign-ups and move-ins, ensuring all required documentation is completed.
- Maintain accurate records of referrals, waiting lists, vacancies, placements and resident information.
- Work closely with housing, support and maintenance teams to reduce void periods and maximise occupancy.
- Support with Housing Benefit applications, including gathering and submitting supporting evidence.
- Liaise with local authority Housing Benefit teams to monitor claims, respond to enquiries and resolve payment delays.
- Monitor rent and service charge accounts, contact residents regarding arrears and agree affordable repayment arrangements.
- Build strong working relationships with commissioners, local authorities, care providers and internal teams to maintain a steady flow of suitable referrals.
- Produce regular reports on referrals, occupancy, voids, benefit claims, income collection and arrears performance.
Experience
- Experience using Microsoft Word, Excel and Outlook
- Excellent Oral and Written Communication Skills
- Good time-management and Organisation Skills
- Experience in dealing with Housing Benefit claims
- Worked within a Housing environment
- Experience using Housing Management Systems
