As Strategic People Partner – People Operations, Systems and Insights, you will lead the council's strategic approach to workforce systems, people operations, workforce information and analytics. You will ensure the delivery of efficient, compliant and data-driven People Services, providing senior leaders with the insight and information needed to support effective workforce planning and organisational decision-making.
Working closely with the Director of People and Culture, senior leaders and colleagues across the People Service, you will drive digital transformation, operational excellence and evidence-based decision-making. You will play a pivotal role in developing modern systems, improving workforce intelligence and ensuring the council has the infrastructure, governance and insight required to meet future organisational challenges.

- Lead the strategic development of People operations, workforce systems, workforce data and analytics.
- Develop and implement People systems, process and data strategies aligned to organisational priorities.
- Lead the continuous improvement of People systems, workflows and digital solutions, promoting automation and self-service.
- Ensure the integrity, security and governance of workforce data and information.
- Lead the production and development of workforce analytics, dashboards and management information.
- Provide strategic workforce insight to support workforce planning, organisational design and service transformation.
- Establish governance frameworks and reporting standards to ensure compliance, consistency and organisational assurance.
- Identify workforce risks, trends and opportunities, providing evidence-based recommendations to support decision-making.
- Lead major People systems implementation, upgrade and transformation projects.
- Lead, develop and support the People Operations, Systems and Insights team.
- Act as a trusted adviser to senior leaders and deputise for the Director of People and Culture where required.
- Significant experience leading HR, People, workforce information, systems or operational services within a large and complex organisation.
- Experience developing and implementing workforce systems, operational processes or service improvement strategies.
- Strong knowledge of workforce analytics, management information and performance reporting.
- Proven ability to use workforce data and organisational insight to influence strategic decision-making.
- Experience leading digital transformation, systems implementation or process improvement programmes.
- Strong leadership skills with the ability to inspire, influence and develop high-performing teams.
- Excellent analytical and problem-solving skills, with the ability to translate complex information into practical recommendations.
- Strong communication and stakeholder management skills, including the ability to influence at senior leadership level.
- Experience developing governance, compliance and assurance frameworks.
- Strong planning, programme management and organisational skills.
- Ability to operate effectively within a complex organisational and political environment.
- CIPD Advanced Diploma in Strategic People Management (Level 7), an equivalent professional qualification, or equivalent experience in people operations, workforce systems, workforce information, analytics, governance or business intelligence.
- Evidence of continuing professional and personal development.

- All employees are eligible to join the Local Government Pension Scheme (LGPS)
- Paid holiday entitlement starts at 26 days per annum and increases with length of service to a maximum of 33 days per annum. This is pro rata for part-time employees
