Scope of role

Heartland Cares is seeking an experienced Business Manager to establish and lead a new way of delivering social care and support in rural Perthshire.

As a social enterprise, Heartland Cares integrates the provision of a new regulated Care at Home service with the strength of existing volunteer-led support services, ensuring a holistic approach to meeting the care needs of people living in remote, rural areas. We are operating initially in the Rannoch and Tummel and Dunkeld and Birnam areas. Our Board of Trustees is driven by community needs and passionate about getting positive outcomes for the people who use our services. We aim to expand quickly into new communities and have our eyes firmly on helping to address inequality of access to care services across all remote, rural areas. Our service delivery model is scaleable. With several years of planning and partnership working with the Perth and Kinross Health and Social Care Partnership under our belts, we are ambitious for this flagship initiative and are looking for a Business Manager to match.

The Business Manager is a leadership role, accountable for financial planning and sustainability, working closely with both the Treasurer and the Registered Home Care Manager. The post holder will be a key member of the Board’s Finance Sub Committee.

While accountability for the Care at Home service rests with the Home Care Manager (0.6 FTE), the Business Manager has overall responsibility for the whole business, including line management of the Home Care Manager. The Home Care Manager is responsible for achieving agreed financial targets, for quality and compliance in regard to Health and Social Care Standards and line manages a Local Care Connector in each of the two communities.

The post presents a genuine opportunity to influence the future direction of care and support services in rural areas.

Responsibilities

You will be responsible for delivering a financially sustainable social enterprise care business. You will be accountable to the Board of Trustees for all aspects of the performance of the business through strong direction and inspirational leadership together with strategic and operational performance management ensuring all services meet the needs of our communities, have high standards of quality, put service users and their families at the heart of service delivery and can be delivered within available resources.

You will have the commercial acumen to actively seek out and deliver growth opportunities. With a wide range of stakeholders, both regulatory and non-regulatory, you must be a relationship builder who can hold others to account while bringing them with you on a journey of transformative change for rural care at home service provision. Powers of persuasion and influence will be needed, as will the ability to act in a politically astute manner. It is a role that requires self-confidence, enthusiasm and emotional resilience. Above all, this role requires an individual who can lead a dispersed multi-disciplinary workforce with pace, energy and personal presence.

Requirements

Experience

Essential

Significant proven track record in leading and managing a successful business in either commercial or social enterprise sector
Evidence of achieving business growth targets

▪ Evidence of effectively managing, motivating and developing staff teams and the ability to foster teamwork and a culture of continuous improvement.

Proven track record in developing and managing organisational budgets, contract management and compliance.
Competency in IT systems and software and the ability to enhance business efficiency through use of technologies
Experience of developing and implementing marketing and communications strategies using a range of tools appropriate for target audiences and geography
Strong project management skills and evidence of ability to manage multiple workstreams across a broad geographical area and multiple sites
Evidence of effectiveness in external influencing and leading on partner management at a senior level
Awareness of relevant legislation and regulations governing care services in Scotland

Desirable

Experience of community engagement in delivering services.
Experience of charitable fundraising and management of charitable funds
Experience of contract management in a regulated environment
An understanding of the challenges facing rural, remote communities in accessing health and social care services.
