JOB DESCRIPTION:

Job Purpose: To assist the Head of Housing with the day to day running of Rogers Court in Bedford, ensuring the project operates effectively and is appropriately staffed. You will be responsible for the supervision, management and performance of a small, proactive team who provide 24/7 support to residents aged 18–65, helping them to sustain their tenancies and prepare for a successful move to independent living. Working in a trauma informed way, you will encourage staff to build effective, professional relationships, tailoring support to the individual and focusing on goals and aspirations rather than needs and issues, to enable residents to progress to sustainable independence.

MAIN DUTIES & RESPONSIBILITIES:

Main Duties and Responsibilities:

With guidance from the Head of Housing, to oversee the successful delivery of appropriate, person-centred support, to reflect individual needs for residents across the project(s) in your remit.
Manage a small team of staff (as outlined in the Organisational Chart) to ensure high quality performance, empowering them to achieve the best outcomes for residents.
Achieve excellent utilisation percentages in line with targets, and work collaboratively with the local authority and other stakeholders to identify and place eligible tenants through the agreed pathways.
Maximise rental income and meet relevant targets relating to debt, ensuring Rent Action Plans are completed in consultation with the Housing Officer and that required actions are completed within the specified timeframe.
Ensure that properties remain fit-for-purpose, are of decent quality and meet with statutory compliance requirements.
Ensure risk assessments, support files and Personal Development Plans are consistent, sufficient, accurate and up to date by performing regular file audits.
Continue to build on the numbers of positive departures and the effectiveness of the resettlement process.
Support residents to improve health outcomes by engaging with specialist services and develop pathways with community groups to promote a sense of belonging.
Identify when residents are ready to move on to independent or stage-2 accommodation and support them with the transition. Provide up to 12 weeks’ follow-on support.
Ensure that the voices of service users are consistently sought to enable them to shape service delivery
Perform appropriate health & safety checks, risk assessments, safety plans and maintain accurate records
Be part of an out of hours’ service on a rota basis with the team to support the residents

Additional Duties and Responsibilities:

Communicate effectively with external professionals working with tenants, attending meetings where necessary
Report, record and respond to incidents, major occurrences and complaints in accordance with agreed health and safety and safeguarding procedures
Be instrumental in promoting excellent safeguarding practices in conjunction with Local Authority and IMPAKT Housing & Support safeguarding policies
Ensure full understanding and operation of In-Form Hostel Management System and ensure client details are updated as appropriate.
Participate fully as a member of the team to ensure that services are provided and maintained to a high standard.
Be flexible to the changing needs of the organisation and its service users.
Abide by the organisations staff working policies and procedures.
Promote the aims, purposes, mission and services delivered by the organisation.
In addition to the duties set out in this job description the post holder may at times be required to undertake additional or other duties to meet the needs of the organisation.

SKILLS & EXPERIENCE REQUIRED:

Essential:

Desirable:

Experience of:

Working with vulnerable people with complex needs & meeting targets

Working with people who have experienced rough sleeping

Helping vulnerable people to manage their needs and working with them to identify strengths and develop life-skills.

Experience and knowledge of resettlement process and Housing Options

Person-centred support and safety planning using a strengths based approach

Experience of managing staff

Experience of buildings health & safety and/ or property management

Partnership working.

Qualifications:

Level 3 qualification in working with people at risk who are homeless, social care, education, support services etc.

L3 leadership & Management qualification or willingness to work towards one

Evidence of CPD

Skills & abilities:

Ability to manage and support a team to achieve targets

Good analytical and problem solving skills

High level of initiative with the ability to prioritise and organise workload and work well under pressure

Ability to forge relationships whilst maintaining professional boundaries

Competent in risk assessment/ safety planning, with excellent record keeping and report writing skills.

Competent in ICT with ability to effectively use housing management software systems

Knowledge:

Knowledge and understanding of complexity of issues surrounding homelessness

Understanding of housing income streams

Knowledge of relevant housing legislation and local authority policy

Sound understanding of safeguarding practice and procedure

Knowledge of relevant local support networks and stakeholders

General:

Highly committed to improving the lives of those who have experienced homelessness and helping them achieve successful resettlement

Full driving licence and use of a car

Ability to work flexible hours including being part of the on-call rota

Work within the boundaries of IMPAKT policies and procedures

Willingness to develop within the job and undergo relevant training

Friendly personality with a good sense of humour

Clean enhanced DBS check
