Job Introduction

Job Title: Data and Performance Quality Manager
Salary: £38,220 progressing to £41,771 per annum – pay award pending
Hours: 37
Location: Remote with occasional travel across East of England
Contract: Fixed Term or Secondment to March 2028

About the team

We are seeking an experienced and analytical professional to take on the role of Data and Performance Quality Manager. This is an exciting opportunity to influence strategic decision-making across the Eastern Region, using data and insight to improve outcomes for children and young people who need homes.

This role is hosted by Hertfordshire County Council on behalf of the Eastern Region and forms part of the regional programme supporting children in care, adoption and residential provision. Working across multiple local authorities, you will play a key role in developing a consistent, data-led approach to performance improvement and service development.

About the role

As Data and Performance Quality Manager, you will play a leading role in driving performance improvement across the region, including:

developing and managing regional performance reporting and dashboards, including the Foster East Power BI dashboard and Regional Placement Sufficiency Dashboards
analysing complex data from multiple local authorities to identify trends, risks and opportunities for improvement
leading the collation and analysis of Key Performance Indicators (KPIs) provided by Regional Framework Providers to assess performance, identify trends, and ensure compliance with framework requirements.
supporting senior leaders and partners to use data and insight to inform strategic decision-making
interpreting national policy and performance requirements to drive service improvement and consistency across the region
presenting analysis and recommendations to senior stakeholders, including Directors of Children's Services
providing training, mentoring and support to colleagues to build confidence and capability in the use of data and performance information

You will act as a trusted source of expertise, helping to establish shared measures of success, track progress against regional priorities and support improvement activity across children's services.

About you

We are looking for a confident and credible professional who can translate complex information into meaningful insight and influence improvement across organisational boundaries.

You will bring:

significant experience of data analysis, performance management and reporting within children's services or a related public sector environment
strong analytical skills, with experience of working with large and complex datasets from multiple organisations
experience of developing dashboards and performance reporting tools, ideally using Power BI
the ability to communicate complex findings clearly to a range of audiences, including senior leaders and non-technical stakeholders
experience of supporting service improvement through evidence-based challenge and performance insight
an understanding of the political and operational environment across local government and children's services
a collaborative approach, with the ability to build strong relationships and influence change across partner organisations
