Warrington Innovation Network (WIN PCN) is seeking an experienced, motivated, and highly organised PCN Manager to provide operational leadership, workforce governance, compliance assurance, and performance oversight across our Primary Care Network.
This is a pivotal leadership role, responsible for ensuring robust, compliant, and high-performing systems are in place across workforce management, HR governance, quality and safety, digital and IT systems, regulatory compliance, and operational assurance.
Working closely with the senior leadership team; PCN Strategy & Development Manager, Clinical Director, Clinical Safety Lead, practice managers and member practices, the successful candidate will provide managerial oversight across all PCN functions, ensuring services are safe, effective, compliant, and aligned with the strategic objectives of the organisation.

Key Responsibilities
Operational Leadership
- Operational management of day-to-day PCN services and staff.
- Ensure services are delivered efficiently, safely, and in accordance with contractual and regulatory requirements.
- Monitor service performance and implement improvements where required.
- Support operational planning and service resilience across the network.
- Work collaboratively with member practices to ensure effective integration of PCN services.
Workforce Management & HR
- Lead the management of the PCN workforce, including ARRS staff and shared roles across the network.
- Oversee recruitment, induction, onboarding, performance management, and staff wellbeing initiatives.
- Ensure appraisals, supervision arrangements, mandatory training, and workforce records are maintained.
- Support the management of employee relations matters, sickness absence, and workforce planning.
- Foster a positive working culture that encourages engagement, development, and retention.
Governance, Compliance & Risk
- Maintain effective governance systems across the PCN.
- Ensure compliance with NHS contractual requirements, employment legislation, and organisational policies.
- Lead the PCN's approach to Health & Safety, Information Governance, Safeguarding, and Infection Prevention & Control.
- Support and coordinate CQC readiness and inspection preparation.
- Maintain risk registers and oversee incident reporting, investigations, and learning processes.
Business & Performance Management
- Support the achievement of PCN contractual requirements and service specifications.
- Monitor key performance indicators and identify areas for improvement.
- Oversee PCN reporting requirements, including DES, ARRS, ICB, and other contractual submissions.
- Ensure data quality, performance reporting, and management information are accurate and timely.
- Work with senior leadership to support business planning and service development opportunities.
Digital & Information Governance
- Oversee the effective use of digital systems and technology across the PCN.
- Ensure compliance with GDPR, Data Security & Protection Toolkit (DSPT), and Information Governance standards.
- Support the implementation of digital solutions that improve patient care and operational efficiency.
- Maintain oversight of system access, data security, and business continuity arrangements.
Quality Improvement & Service Development
- Support the development and implementation of new services and improvement initiatives.
- Lead and coordinate quality improvement activities across the network.
- Ensure robust audit programmes are in place and improvements are implemented following reviews.
- Promote a culture of continuous improvement, innovation, and learning.
Stakeholder Engagement
- Build and maintain positive relationships with:
- ARRS colleagues
- Member Practices
- Practice Managers
- General Practitioners
- Integrated Care Board (ICB) teams
- Community and secondary care partners
- Represent the PCN at meetings and stakeholder forums where appropriate.
- Support collaborative working across the local healthcare system.

Essential Requirements
Qualifications & Experience
- Degree-level qualification or equivalent management experience.
- Significant management experience within primary care, healthcare, NHS, or a related environment.
- Experience of managing teams, workforce planning, and HR processes.
- Experience of operational management and service delivery.
- Knowledge of NHS primary care, PCNs, and ARRS workforce models.
- Experience of governance, compliance, quality improvement, and risk management.
- Understanding of CQC standards and regulatory requirements.
- Experience of contract monitoring, performance management, and reporting.
