Job description

In this role you will own and drive forward the departments policy on mutuals, supporting the governments manifesto commitment to double the size of the co-operative and mutual sector. You will play a leading role in delivering the governments programme to update and strengthen the legislative framework for mutuals, contributing to primary and secondary legislation and providing essential support to ministers in Parliamentary debates. You will be expected to make well-judged decisions on policy direction, risks, and trade-offs, seeking senior steers where appropriate. You will also lead relationships with key stakeholders across HM Treasury, wider government, regulators and industry to drive forward policy designed to support the sectors growth. You will also keep an eye on emerging challenges and opportunities, developing policy with support from your line management chain. Youll also use your strong communication skills to brief both verbally and in writing seniors and Ministers, draft advice, and support core government functions like correspondence. The role offers regular contact with seniors, ministers, and industry experts, and the opportunity to work autonomously and as part of a team.

This is a fantastic role for someone who enjoys working at pace on high-profile issues, thrives in a collaborative environment, and is motivated by opportunities to influence real-world outcomes for SMEs, consumers and communities. You dont need previous experience in financial services we are looking for someone who is curious, proactive, a strong communicator and excited about learning new areas of policy.

Whilst hybrid working will be the normal rhythm for the role, it will require some attendance in, or travel to, the London office for regular in-person stakeholder engagement.

Key Responsibilities

Delivering Legislation Support the delivery of primary and secondary legislation, engaging well with Treasury Legal Advisers, providing essential support to Ministers in Parliament, and responding to fast‑moving developments.
Policy Development Lead the development and shaping of policy across the mutuals sector, including identifying priorities, gripping technical nature of this portfolio, considering the risks, opportunities, and wider impacts from/on other policy areas across government and regulation, and translating this clearly into advice and reports for ministers.
Emerging Issues Lead on emerging issues and opportunities across the portfolio, developing strategic responses, advising seniors on next steps, and supporting HMTs response.
Stakeholder Engagement Build and credibly maintain effective relationships with a broad network of stakeholders across HMT, wider HM Government, regulators, and the external financial services landscape to identify opportunities, understand emerging risks, support strategic decision making, and ensure constructive collaboration across your portfolio.
Briefing, correspondence and Parliamentary engagement Produce high quality briefings for senior officials and ministers and lead on relevant areas of the teams correspondence and Parliamentary workload.

Reserve Lists

Everyone working with government assets must complete Baseline Personnel Security Standard (BPSS) checks. Additionally, successful candidates will be subject to National Security Vetting. The level of security vetting required for this role is Counter-Terrorist Check.

To allow for meaningful checks to be carried out, applicants will need to have lived in the UK for at least 3 out of the past 5 years. You will be asked to provide residency information within your application form, and eligibility for national security vetting will be checked once the advert closing date has passed.
