Job description

The Government Cyber Unit's mission is to protect public services from cyber threats and digital resilience failures. We are working to achieve a step change in our cyber and digital resilience across government, through delivery of the Government Cyber Action Plan, and working closely with departments and national technical authorities including the National Cyber Security Centre to deliver. As an HEO Portfolio Analyst within the Reporting and Governance function of the Portfolio Management Office (PMO), you will play a key role in supporting the effective oversights and governance of a large and growing portfolio. Supporting the Reporting and Engagement Manager and working closely with delivery teams, you will help ensure senior leaders have a clear, accurate and timely view of delivery performance, risks and priorities.

You will support a high-volume, fast-paced portfolio reporting cycle, coordinating inputs from across a wide range of projects and programmes. You will gather, review and challenge information to ensure reporting is robust, consistent and reflects delivery reality. A key focus of the role is producing high-quality reporting and insight to support senior decision-making, rather than technical analysis.

You will play a central role in portfolio governance, including supporting the Portfolio Board and associated forums. This includes coordinating papers, ensuring reporting is complete and decision-ready, and maintaining clear records of discussions, actions and outcomes.

You will contribute to maintaining portfolio reporting, identifying trends and emerging risks, and ensuring information supports prioritisation and effective resource allocation. You will also contribute to strengthening portfolio assurance by supporting governance processes and continually improving reporting approaches, templates and guidance.

The role requires strong organisational and analytical skills, attention to detail, and the ability to communicate complex information clearly. You will need to be comfortable working in a dynamic environment, managing competing priorities and building effective relationships across the portfolio.

This role has been aligned to Portfolio Analyst (HEO) on the Project Delivery Capability Framework.

The post holder may be required to support out of hours on call rotas for responding to cyber and digital resilience incidents, for which renumeration and/or flexible working arrangements will be available.

Person specification

Key activities include:

Project Pipeline

Collaborate with business areas to identify and categorise new and emerging projects within the portfolio.
Support onboarding by ensuring relevant information is captured, aligned to portfolio priorities and reflected in portfolio-level reporting and planning processes.

Governance and Reporting

Coordinate a large-scale, monthly reporting cycle, working with project and programme teams to gather, review and challenge submissions.
Analyse performance information to provide clear, concise insight on delivery, risks and issues.
Provide core secretariat support to the Portfolio Board and governance forums, ensuring papers are accurate, consistent and enable informed decision-making.

People and Leadership

Support the Head of Portfolio in fostering a shared understanding of portfolio priorities and objectives across delivery teams.
Contribute to a collaborative and inclusive working environment by engaging constructively with colleagues and encouraging consistency in reporting standards and approaches.

Planning, Scheduling and Resourcing

Maintain a portfolio-level view of delivery, including supporting the development of a portfolio delivery map and critical path.
Monitor progress across projects, track interdependencies and highlight impacts on delivery timelines and resource prioritisation.

Risk and Opportunity Management

Support the identification and monitoring of portfolio-level risks and opportunities, ensuring they are clearly articulated and reflected in reporting outputs.
Escalate issues where appropriate and work with stakeholders to ensure risks are understood and managed effectively.

Stakeholder Management

Engage with a wide range of stakeholders across the portfolio, building effective working relationships and acting as a key point of contact for reporting and governance queries.
Draft and coordinate communications to ensure clarity around reporting requirements, timelines and expectations.

Support the development of mechanisms for tracking and measuring benefits across the portfolio.
Contribute to ensuring that reporting reflects progress against intended outcomes and supports alignment with strategic objectives.

Essential Criteria

Strong organisational skills, with the ability to plan and prioritise work, manage competing demands and meet deadlines.
Excellent written and verbal communication skills, with the ability to present complex information clearly and tailor outputs for different audiences, including senior stakeholders.
Experience of working collaboratively with a wide range of stakeholders, supporting engagement and maintaining effective working relationships.
Strong attention to detail, with a focus on maintaining accurate records and producing high-quality reporting and governance outputs.
Ability to analyse and interpret information to identify key messages, risks and trends, alongside a proactive approach to taking ownership of work and escalating issues where appropriate.

Desirable Criteria

Experience of working in a project, programme or portfolio environment, supporting planning, scheduling and delivery.
Understanding of governance processes, project controls, assurance and risk and issue management
Experience supporting governance forums or boards, including coordinating papers, tracking actions and supporting decision-making.
A willingness to work toward and successfully obtain a recognised Practitioner qualification in Project Management, such as APM PMQ, PRINCE2 or Managing Successful Programmes.

Selection process details

This vacancy is using Success Profiles , and will assess your Behaviours, Experience and Technical skills.

After submission of the first stage of your application you will be invited to complete a Civil Service Judgement Test. If you successfully pass the test, you will be invited to complete the final stage of the application.
