About the role

Hillingdon Council is looking for a Planned Works Technical Officer to join our Property Services team.

This is an exciting opportunity to play a key role in ensuring planned improvement works across our housing, corporate and commercial property portfolio are delivered to the highest standards. Working closely with Contract Managers, contractors and site teams, you will provide technical inspections, quality assurance and site monitoring to ensure works are completed safely, compliantly and in line with agreed specifications.

You will spend a significant amount of time on site carrying out inspections, identifying defects, monitoring workmanship and supporting the successful delivery of planned works programmes that improve our buildings and provide better outcomes for residents and building users.

You will:

Carry out regular site inspections to monitor the quality, progress and compliance of planned works.
Inspect workmanship, materials and completed works against specifications, drawings and contract requirements.
Identify defects, poor workmanship or non-compliance and report findings promptly.
Monitor contractor performance and adherence to agreed programmes and method statements.
Ensure health and safety requirements, including CDM Regulations and safe systems of work, are being followed on site.
Witness testing, inspections and commissioning activities where required.
Maintain accurate inspection records, photographs and technical reports.
Support contract valuations, invoice verification and financial administration through accurate site records.
Raise purchase orders and maintain project information in Council systems.
Contribute to audits, quality reviews and continuous improvement activities.
Work collaboratively with Contract Managers, contractors, residents and colleagues to resolve issues and minimise disruption during planned works.

About You

We are looking for a proactive and detail-focused technical professional with experience inspecting construction or property maintenance works.

The ideal candidate will:

Have experience inspecting planned maintenance, construction or building refurbishment projects.
Have a good understanding of construction methods, building regulations and quality standards.
Have knowledge of health and safety legislation, including CDM Regulations and safe working practices.
Be confident identifying defects, poor workmanship and areas of non-compliance.
Have experience working with contractors and monitoring site performance.
Be able to interpret technical drawings, specifications and construction documentation.
Have excellent organisational skills with the ability to maintain accurate inspection records and reports.
Be confident communicating with contractors, residents and colleagues in a professional and constructive manner.
Be proactive, organised and able to manage multiple inspections and competing priorities.
Be committed to delivering high-quality services and continuous improvement.
