Job overview

This is an exciting opportunity to step up into a senior leadership role within Sutton Health and Care (SHC) for a period of 3-6 months (fixed term).

This interim post as the Planned Care Senior Manager at 8B level, requires a strategic and senior leadership operational fous with performance and financial acumen.

The role, reporting to the Chief Operating Officer, will line manage the planned care managers and leaders across SHC to include MSK, respiratory, heart failure, podiatry, neurotherapy, adult early supported discharge, Parkinson's disease and ASLT, dietetics, diabetes, sexual health and HIV.

The role will also be instrumental in driving forward transformational change across teams in relation to the NHS Framework - 78% waiting list target, working closely with SHCs business analyst (line management) and the single point of referral to provide assurance that teams are robustly and actively monitoring their waiting list and on top of their performance in relation to both urgent and routine treatment.

The role will also lead on the digital transformation of the planned care teams; EMIS and iPlato and work closely with the Integrated Leadership Teams Director lead for digital to ensure that SHCs are using digital technology to drive forward improvement in waiting list management.

The successful post holder needs to be ready for an immediate start (1st August), with approval from their line manager, and be available to work 5 days a week.

Main duties of the job

Be responsible for the good operational delivery (leadership and management) of the planned care teams, BI and single point of referral within the role portfolio
Take responsibility for transformational development/change management, under the lead direction of the Chief Operating Officer and relevant ICS commissioner
Take the lead for the digital transformation of planned care teams under the lead direction of the Chief Operating Officer and Integrated Care Lead for digital transformation
Ensure the 2 services KPIs are achieved in line with the service specification, escalating concerns to the Chief Operating Officer
Be responsible for budgetary management, recruitment and retention and other aspects of staff and service delivery ensuring the services function at their most efficient.

Detailed job description and main responsibilities

Communication and Working Relationships

Ensure that any strategic information and information pertinent to the services is relayed to teams through good leadership and management i.e. through team meetings, 121s and appraisals
Ensure that services comply with information governance (and statutory learning/training) and continue to communicate robustly with other services where patients and carers are involved. EMIS supports this mechanism
Liaise closely and network with partner organisations across the Sutton system, notably the PCNs, local authority, primary and secondary care across SHC.

Leadership Responsibilities

Provide strong operational leadership of the planned care teams, BI and single point of referral teams (s) and be responsible for the services/staff wellbeing, 121s, appraisals, performance management, leave and sickness absence
Ensure team members develop clinical/non-clinical skills in accordance with their role and competence under the direction of the Chief Nursing Officer and Chief Operating Officer
Be responsible for specific initiatives/new pathway development in collaboration with other service managers and designated professional leads
Contribute to SHC workforce planning.

Management Responsibilities

Be responsible for the delivery of the services
Be responsible for the recruitment and retention of staff within the team
Ensure the allocated budget is managed effectively
Ensure KPIs are met, working to support efficiency and productivity within each service area
Work to improve patient experience, learning from complaints and incidents
Ensure that the service is delivered in line with national and local priorities and policies using skills considered transformational to work with each service to ensure good fitting delivery of care
Manage a team of multi-professionals and the service administrative support
Maintain audit and quality in accordance with the oversight of the Chief Nursing Officer to ensure effective delivery
Ensure risk and complaints policies are adhered to
Monitor and manage risk in relation to the service areas, escalating concerns to the Chief Operating Officer in accordance with the Trust Risk Strategy
Be responsible for maintaining service standards for all documentation to meet legal requirements
Be responsible for appropriate data collection for the service in an accurate and timely manner
Prepare initial draft responses in relation to complaints (investigating as required) on behalf of the service and in conjunction with the complaints department
Be responsible for the health, safety and welfare of self and team members complying with the requirements of the Health and Safety Regulations
Contribute to the business planning process
Hold regular meetings with staff to ensure they are well informed and understand the strategic direction of the service and the Trust
Undertake such other duties as may be required from time to time and are consistent with the responsibilities of the grade
Represent planned care in relevant meetings whether internal or external
Be part of the on-call rota for SHC.

Clinical Governance Responsibilities

Work with the clinical quality team and Chief Nursing Officer where clinical incidents/Datix and clinical concerns have been raised, putting in play key actions and reflections to resolve any clinical concern going forward in accordance with the clinical governance accountabilities of the Trust
Be responsible for the implementation of proposals outlined in any national and local strategies as determined by the Chief Operating Officer

Audit/Research

Actively participate in audit as required
Support the implementation of evidence based practice

Person specification

Education/Qualifications

Essential criteria

Degree level qualification in either health or social care
Evidence of CPD leading to demonstrable personal development of high level clinical skills
Involvement in teaching/training
Extensive knowledge of how to measure, interrupt and mitigate risk
Understanding of the complexities and issues related to the local health economy

Desirable criteria

Registered professional qualification
Postgraduate certificate/diploma in management studies
Understanding of clinical issues relating to NHS practice, current NHS trends and policies including clinical governance and national standard frameworks

Experience
