Job Title: Project Officer-Housing

Job Purpose

To provide specialist project support, advice, and guidance as part of a team delivering the implementation of the Renters’ Rights Act. The post holder will contribute to the successful delivery of projects and programmes, ensuring compliance with legislative requirements, supporting policy development, engaging with stakeholders, and assisting in the achievement of strategic objectives.

The role involves undertaking research, analysing information, preparing reports and recommendations, managing project documentation, and supporting residents and partners throughout the delivery of key housing initiatives.

Key Responsibilities

Project Delivery and Support

Support the implementation of the Renters’ Rights Act and related housing initiatives.
Assist Project Directors, Managers, and Project Leads with the delivery of projects within agreed timescales, budgets, and quality standards.
Monitor project progress and identify risks, issues, and opportunities for improvement.
Ensure project plans, documentation, and records are maintained accurately and updated regularly.

Research, Analysis and Reporting

Research legislative, regulatory, and policy developments relating to housing and homelessness.
Gather, collate, and analyse data to support project objectives and service improvements.
Prepare reports, briefing papers, presentations, and recommendations for a variety of audiences.
Translate complex information into practical actions and guidance for stakeholders and colleagues.

Stakeholder Engagement

Develop and maintain effective working relationships with internal teams, external agencies, housing providers, community organisations, and residents.
Liaise with a range of partners to support project delivery and achieve programme outcomes.
Engage with residents from diverse communities and provide appropriate advice, information, and support.

Advice and Customer Support

Provide specialist advice and guidance relating to the Renters’ Rights Act and associated housing legislation.
Manage and respond to escalated or complex customer enquiries within the scope of the role.
Support service improvements through the identification of customer needs and emerging issues.

Monitoring and Compliance

Collect and provide accurate monitoring information and performance data.
Maintain data management systems and filing systems in accordance with organisational procedures.
Ensure compliance with relevant legislation, data protection requirements, and project governance arrangements.

General Duties

Contribute to the development of service plans and strategic objectives.
Attend meetings, workshops, and stakeholder forums as required.
Work collaboratively with colleagues to achieve project and service outcomes.
Undertake any other duties appropriate to the level of the post.

Experience

Essential

Experience of working with or supporting projects within a large organisation.
Experience and understanding of the Renters’ Rights Act and the Homelessness Reduction Act 2017.
Experience of working with residents and diverse communities.
Experience of liaising with internal and external partners and stakeholders.
Experience of report writing, research, and data analysis.
Experience of managing information and maintaining accurate records.
Experience of handling complex enquiries and providing advice or guidance.

Desirable

Experience within housing, local government, homelessness, or public sector services.
Experience supporting legislative or regulatory change programmes.
Experience monitoring project performance and outcomes.

Qualifications

Essential

Educated to A-Level standard or equivalent experience.
Evidence of continuing professional development relevant to housing, project management, or public sector services.

Desirable

Qualification in Housing, Public Administration, Business Administration, Project Management, or a related discipline.
PRINCE2, APM, or equivalent project management qualification.
CIH (Chartered Institute of Housing) qualification or membership.

Skills and Competencies

Strong project coordination and organisational skills.
Excellent written and verbal communication skills.
Ability to analyse information and produce high-quality reports.
Strong IT skills, including Microsoft Office applications.
Good numeracy and data analysis skills.
Ability to manage a varied workload and meet deadlines.
Ability to work independently with minimal supervision.
Strong stakeholder management and relationship-building skills.
Problem-solving and decision-making abilities.
Commitment to excellent customer service and continuous improvement.

Additional Information

Location: Waltham Forest Town Hall, Forest Road, Walthamstow, E17 4JF, United Kingdom.
Hours: 22 hours per week (Part-Time).
Pay Rate: £34.03 per hour (Limited Company/Umbrella).
Contract Type: Temporary/Agency Assignment.
Working Environment: Hybrid/project-based role supporting the implementation of the Renters’ Rights Act across housing services.
Stakeholder Engagement: Regular liaison with residents, internal departments, external partners, housing providers, and community organisations.
Legislative Focus: Significant involvement in projects relating to the Renters’ Rights Act and Homelessness Reduction Act 2017.
Travel Requirements: Occasional travel within the borough may be required to attend meetings, workshops, and stakeholder events.
Reporting Arrangements: The post holder will work as part of a team of Project Directors, Managers, and Officers, contributing to strategic housing and compliance projects.
Payment Schedule: Bi-weekly
