JOB DESCRIPTION:

The Housing Partnerships and Tenancy Officer is a key role in IMPAKT’s growth strategy across Cornwall and Devon. In the first instance, the role is focused on managing IMPAKT’s existing housing partnerships in the region, working closely with the Director of New Business & Partnerships, who leads on identifying and negotiating new partnership opportunities. As IMPAKT grows its own directly managed housing stock in Cornwall and Devon, the role will also take on direct tenancy management responsibilities for that stock.

You will be the primary point of contact for IMPAKT’s housing partners in the region, and, as our own stock in the area develops, you will ensure directly managed tenants receive a safe, well-managed, and supportive housing service. This is a varied, outward-facing role that requires someone with strong commercial instinct, excellent relationship management skills, hands-on housing management experience, and a genuine understanding of the supported housing sector. You must be prepared to travel regularly between Cornwall and Devon, with occasional overnight stays.

MAIN DUTIES & RESPONSIBILITIES:

Partnership Management

Manage IMPAKT’s existing housing partnerships across Cornwall and Devon, acting as the day-to-day point of contact and ensuring agreements are implemented effectively on the ground.
Support the Director of New Business & Partnerships, who leads on identifying, developing, and negotiating new housing partnerships, by providing local knowledge, coordination, and administrative support as new opportunities are progressed.
Support the Director of New Business & Partnerships in preparing propositions for prospective partners, articulating the value of working with IMPAKT as a Registered Social Landlord and charity.
Build and maintain strong, professional relationships with existing housing partners, acting as a trusted and credible representative of IMPAKT at all times.

Contract & Compliance Management

Ensure all housing partner agreements meet organisational, legal, and regulatory requirements, including adherence to the standards set by the Regulator of Social Housing.
Monitor partner performance against contractual terms and SLAs, addressing issues promptly and escalating concerns to the Director of New Business & Partnerships where required.
Oversee compliance with housing standards, safeguarding requirements, and health and safety obligations across the partner portfolio, conducting regular compliance visits and audits and maintaining accurate records, assessed against the frameworks owned by the Director of Governance & Risk. Escalate any safeguarding or health and safety concerns to the Director of New Business & Partnerships and the relevant framework owner without delay.
Conduct monthly and quarterly KPI meetings with partners, ensuring performance data is captured, reviewed, and acted upon.

Tenancy & Housing Management (Future Development, Cornwall & Devon)

As IMPAKT establishes and grows its own directly managed housing stock in Cornwall and Devon, the postholder will take on the following tenancy and housing management responsibilities for that stock:

Manage a caseload of tenancies within IMPAKT’s directly managed stock in Cornwall and Devon, including sign-ups, tenancy management, and tenancy sustainment support.
Carry out regular property and health and safety inspections across IMPAKT’s directly managed stock in the region, ensuring stock meets decent homes and regulatory standards, and record findings accurately.
Manage rent accounts for IMPAKT’s directly managed stock in the region, monitoring and addressing arrears promptly and working closely with support colleagues to sustain tenancies.
Coordinate void turnaround, liaising with contractors and partners to minimise re-let times and ensure properties meet lettable standard.
Respond to and manage low-level anti-social behaviour and neighbour disputes, escalating serious concerns in line with IMPAKT’s policies.
Liaise with maintenance contractors to ensure repairs are reported, tracked, and completed within target timescales.
Conduct new tenant welcome visits and periodic tenancy reviews, ensuring tenants understand their rights and responsibilities.
Identify and escalate safeguarding concerns arising from housing management activity, in line with IMPAKT’s safeguarding framework.
Maintain accurate tenancy files and records in line with regulatory and data protection requirements.

Relationship Management

Act as the primary point of contact for all housing partners, fostering long-term, collaborative relationships that support strong service delivery and mutual organisational objectives.
Provide partners with guidance, support, and updates on compliance and operational requirements, ensuring they have everything they need to meet IMPAKT’s standards.
Represent IMPAKT at relevant sector events, conferences, and networking forums as required, supporting the Director of New Business & Partnerships in raising the organisation’s profile.

Reporting & Governance

Prepare and present regular partnership, tenancy, and compliance reports for the Director of New Business & Partnerships, ensuring a clear and accurate picture of partnership activity and of IMPAKT’s own directly managed stock as it develops, across Cornwall and Devon at all times.
Support audits, inspections, and governance reviews relating to housing partnerships and tenancy management, contributing to continuous improvement in processes and ensuring best practice is embedded throughout. Provide accurate partnership and tenancy records and evidence to the Director of Governance & Risk to support the regulatory evidence base held for the Regulator of Social Housing.
Be flexible to the changing needs of the organisation and its service users, promote IMPAKT’s aims and values, and undertake any other reasonable duties as required by the Director of New Business & Partnerships.

SKILLS & EXPERIENCE REQUIRED:

Essential

Proven experience in contract management, compliance, or partnership management within social housing, property, or regulated services.
Proven experience of tenancy management, including sign-ups, rent accounts, void management, and handling low-level anti-social behaviour, within social or supported housing.
Strong relationship management and influencing skills, with experience supporting the implementation and ongoing management of partnership agreements.
Experience within the social housing, supported housing, or property management sectors, with a working knowledge of housing law and social housing regulatory standards.
An understanding of leases, sub-leases, and Service Level Agreements, with close attention to detail and strong organisational and record-keeping skills.
Excellent relationship management and stakeholder engagement skills, with the confidence to present compelling proposals to a range of external audiences.
Commercially astute with the ability to balance business needs with compliance requirements, and proactive, solution-focused, and resilient under pressure.
Clean full UK driving licence and willingness to travel regularly between Cornwall and Devon, with occasional overnight stays.
A genuine commitment to IMPAKT’s mission and values, and to the people we house and support. Clean enhanced DBS check.

Desirable

Experience of working within or alongside a Registered Social Landlord or housing association, with knowledge of RSH regulatory requirements.
Experience of working across Cornwall and Devon, or building relationships in regions where an organisation has limited existing presence.

Knowledge of safeguarding frameworks within supported housing or social care
