Full job description

Job Description - County Development Officer

Responsible to: County Management Committee / County President / County Chairperson

Purpose of the Role -

The County Development Officer is responsible for the day-to-day management, administration and development of the County Federation. The role provides professional support to the County Executive, County Officers, clubs and volunteers, ensuring the successful delivery of competitions, training, events, governance and member services.

Working closely with volunteers, partner organisations and National Federation staff, the County Development Officer plays a key role in promoting opportunities for members, maintaining high standards of safeguarding, governance, and supporting the strategic development of the Federation.

Lincs YFC is a unique member led youth group based in the countryside providing social and learning opportunities to its members.

Key Responsibilities

Event / Operational Support:

· Support the annual county programme of events, competitions and activities.

· Maintain and manage the County Calendar to ensure effective scheduling and avoid clashes with club, county, regional and national events.

· Support organising committees and coordinators.

· Attend county events where appropriate and provide support on the day if necessary.

· Monitor progress, identify risks and ensure responsibilities are clearly allocated amongst members.

Governance and Administration

· Prepare reports for meetings and ensure timely distribution of meeting agendas.

· Support County Officers in fulfilling constitutional responsibilities.

· Support / maintain accurate records, documentation and organisational systems.

· Ensure compliance with governing documents, policies and procedures.

· Maintain membership records and communication systems.

Member Support and Development

· Promote leadership, training and personal development opportunities.

· Provide advice and guidance to club officers and volunteers.

· Encourage participation in regional and national opportunities.

· Encourage effective handovers between club and county officer teams.

· Promote good practice between clubs.

Communications

· Develop positive relationships with members, parents, volunteers and stakeholders.

· Support information flow between clubs, county officers and committees.

· Produce and manage member communications, newsletters, online submission forms, and promotional content to effectively communicate and promote county activities to members and external audiences.

Partnerships and External Relations

· Build and maintain strong relationships with partner organisations, sponsors and stakeholders.

· Represent the Federation at meetings with external organisations.

· Identify funding opportunities and assist with grant applications.

· Promote the work of the Federation within the wider rural community.

Safeguarding, Compliance and Risk Management

· Act as the lead safeguarding officer for the Federation.

· Ensure safeguarding policies are implemented and maintained across the county.

· Support both clubs and committees in delivering safe and compliant events.

· Advise members on insurance, health and safety and safeguarding requirements.

· Monitoring training and compliance requirements.

Staff Leadership

Provide leadership and support to:

Ø Office Administrator (10 hours per week). Responsible for:

Membership administration.
Databases and records.
Routine enquiries.
Administrative support.

Ø Club Development Fieldworker (10 hours per week). Responsible for:

Supporting clubs.
Helping struggling clubs.
Encouraging membership growth.
Supporting the establishment of new clubs.
Developing strong club cultures.

The County Development Officer will ensure the staff team works effectively and that responsibilities remain clear.

Person Specification

Essential

· Excellent organisational and project management skills.

· Strong administrative and IT skills.

· Excellent written and verbal communication skills.

· Ability to prioritise a varied workload and meet deadlines.

· Ability to build effective relationships with a wide range of stakeholders.

· Ability to work independently and as part of a team.

· Understanding of safeguarding and good governance.

· Flexible approach to evening and weekend working.

· Full UK driving licence and access to a vehicle.

Desirable

· Experience within Young Farmers or a similar membership organisation.

· Knowledge of the rural or agricultural sector.

· Experience of volunteer management.

· Experience of grant funding and partnership working.

· Safeguarding qualification or willingness to undertake training.

· Experience using digital communication platforms, databases and online event management systems.

Working Conditions

· Based at the County Office at the Lincolnshire Showground with regular travel across the county.

· Salary dependent on experience

Hours

Normal working week will be 25 hours which may be taken at any time during the week as the job dictates. The post holder will need to be flexible in the hours worked as some evening and weekend work are a core requirement. A typical week could consist of 2 evenings visiting clubs or at county meetings and at least one day at the office. The rest of the time may be worked at home or at meetings. Time off in lieu may be taken for additional hours that are worked; this is to be fitted around fixed commitments to the county meeting schedule.

Pay: £23,500.00-£25,000.00 per year
