Job description

Join a collaborative team shaping how pay and related reward frameworks operate across DVLA. Youll advise on and monitor the development and implementation of the Driver and Vehicle Licensing Agencys (DVLAs) strategy, policies, processes and procedures in the areas of Pay and Reward, engaging senior leaders, partners and suppliers to deliver high-quality outcomes. Using your analytical skills, youll turn data into clear insight and recommendations, supporting informed decisions. This is an excellent opportunity to deepen your expertise, influence wider HR activity, and play a key role in maintaining effective, robust and well-governed pay arrangements.

Your responsibilities will include, but arent limited to:

Provide advice and guidance on Pay, Policy and Reward, to internal customers throughout the Agency, ensuring that the Agency is prepared for any legislative and associated procedural changes that are required and that staff data held is accurate and is used appropriately.
Liaise with DfT agencies, DfT Group Reward Colleagues and other key stakeholders such as HMRC and external third-party providers, to implement key changes and monitor processes relating to Pay, Policy and Reward, ensuring our policies and procedures meet business requirements, producing additional guidance where necessary to aid understanding
Use appropriate Management Information (MI) to identify and monitor pay and reward issues and usage of staff benefits, analyse information and advise SEO on emerging trends, making recommendations for improvements.
Promote and communicate pay, reward and recognition initiatives effectively across the Agency
Undertake research into Pay and Reward policies through benchmarking, market trends and identification of best practice.
Communicate and obtain buy-in to new/changes to policy amongst a variety of internal and external stakeholders.
Ensure the principles that underpin policies and approaches, are applied in a compliant equitable and reasonable way.
Provide guidance and subject matter expertise in the delivery of all payroll related projects including leading on the implementation and application of Specialist Pay Frameworks

Person specification

We are looking for a proactive, resilient and confident individual with a keen eye for detail and the ability to work on their own initiative in a fast-paced environment. You will be an excellent communicator, able to adapt your style to suit a range of audiences and build trust while developing and maintaining strong relationships with colleagues and stakeholders.

Required experience:

To be successful in this role you will need to have the following experience:

Data-rational, with strong analytical and numerical skills, confident using Microsoft Excel (intermediate) to deliver accurate, trusted data analysis
Highly organised, with strong prioritisation skills, managing multiple demands while maintaining accuracy and attention to detail.
Credible communicator, with strong stakeholder engagement skills, conveying complex information clearly, building trust and influencing with confidence.
Ability to interpret policy and use sound judgement to balance organisational priorities to deliver practical solutions.

Additional Information:

We welcome applications from candidates who can speak Welsh and English. Welsh language skills could be useful in this role, but it is not an assessment criterion, so it wont put you at any disadvantage during recruitment if you arent a Welsh speaker. Qualifications

If you do not already hold a CIPD qualification, then you will have the willingness to work towards this.

Working hours, office attendance and travel requirements

Full time roles consist of 37 hours per week.

Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 35 hours per week.

This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.

The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.
