The Role
A fantastic opportunity has arisen for a highly motivated and analytical individual to join North Somerset Council as a Health and Care Intelligence Specialist Apprentice. The postholder will join our Business Intelligence team, who are responsible for providing information, data and analysis across the whole council.
In this role, you will be working as part of a team of intelligence specialists in Business Intelligence and in partnership with the public health team. Together, you will develop the range, quality and availability of public health intelligence to support the information needs of the Public Health team and its partners within North Somerset Council and across the Integrated Care System. You will make a difference by supporting the Council to deliver on its commitments to improve health and wellbeing and address health inequalities in our population.
You will also undertake the 36-month Health Care Intelligence Specialist Level 7 Apprenticeship with training provider JGA Group (Health and care intelligence specialist / Skills England) with 20% of your time dedicated to structured off-the-job training. Alongside this, you will gain hands-on experience of data and will play a key role in the assessment of need within the North Somerset population, reviewing and generating evidence, supporting service evaluation, and promoting best practice in the collection and use of data.
Key Responsibilities
Your main responsibilities will be to:

Provide professional statistical advice, ensuring complex data and findings are communicated clearly and effectively to non-specialist audiences, supporting evidence-based decision-making across the organisation.
- Collaborate closely with internal and external stakeholders to understand their intelligence needs, offering guidance on appropriate methods for data collection, storage, analysis, and dissemination.
- Conduct the linking, analysis, and interpretation of complex health, care, and population datasets using appropriate analytical and epidemiological techniques and with support from the business intelligence team.
- Contribute to the development and maintenance of the Joint Strategic Needs Assessment (JSNA) and other health needs assessments, supporting strategic planning and service improvement.
- Share knowledge and skills with colleagues, contributing to training and capacity-building initiatives that enhance intelligence and analytical capability across the Council.
- Develop, maintain and enhance a library of electronic reference materials, including population data, organisational and clinical codes, geographical boundaries, and postcodes.
- Build and sustain effective working relationships with a wide range of health and care system partners, including NHS organisations, academic institutions, voluntary and community sector groups, and other public services.
- Engage fully in the apprenticeship programme, supported by a dedicated workplace mentor, and actively participate in learning activities to successfully complete the Level 7 Health & Care Intelligence Specialist Apprenticeship.
Work Style
At North Somerset Council, we offer a hybrid working environment based on four distinct work styles. Depending on the role and personal circumstances, you will fall into one of these categories. However, please note that during the induction period, it may be necessary to spend more time in the office to support your learning and development. We are flexible and open to discussions about your preferred working style, and if you wish to be in the office more frequently, this can be negotiated.
This role falls into the category of Flexible Worker which means you can expect to work in the following way:

- Works both from home and the office, depending on the task at hand.
- Training is provided to help balance work-life and manage time effectively, with an emphasis on communication for team touchpoints and planning in-office days for collaboration.
About You
This is a specialised apprenticeship. To be eligible, you must have:
-
A minimum qualification in GCSE English and Maths at grade C or 4/5 and above (we accept Functional Skills Level 2 in English and Maths).
- Right to work in England and not be in any other kind of full-time education (including being enrolled on any other apprenticeship programme).
You must have one of the following to be accepted onto the programme:
-
Science, Technology, Engineering or Mathematics (STEM) undergraduate degree.
- Social Sciences (e.g. Psychology, Geography, Economics, Accounting) undergraduate degree with Research Methods and/or Statistics modules and an undergraduate dissertation that included a research data analysis component.
- Level 4 or higher qualification in STEM or a related field that includes substantial mathematical content (e.g., Higher National Certificate/Diploma in Computing, Engineering, or Science).
- Professional registration with FEDIP through the Association of Healthcare Analysts (AphA) at Practitioner or Senior Practitioner level.
- Equivalent analytical work experience
In addition, you:

Must not already hold a qualification at the same or higher level in a similar subject.
- Must require significant new learning to be eligible.

As part of this training route, you do need to undertake a basic skills assessment meeting as part of the selection process by the training provider, JGA Group to ensure you meet their entry criteria and the Education Skills Funding Agency (ESFA) apprenticeship eligibility requirements.

- Experience which demonstrates the ability to research, gather and analyze information.
- Ability to work on own initiative, and adopt an accurate, analytical and methodical approach to work
- Understanding and awareness of use of data tools (e.g. Power BI, SQL) with the ability to develop skills in their use.
- Ability to communicate ideas and information to a range of people, including the ability to write and present reports effectively and provide complex information in accurate spoken English.
- Good interpersonal skills, with the ability to establish and maintain effective working relationships with colleagues and external partners.
- Ability to demonstrate good organisational and project management skills.
- Ability to work on own initiative and adopt an accurate, analytical and methodical approach to work.
- Able to demonstrate understanding of equity, diversity and inclusion.
- Have a working knowledge of business and teamworking applications, for example Microsoft 365 or equivalent, including email, word processing, spreadsheet, browser, team collaboration applications, and a willingness to learn new applications and technology as required.
Desirable Criteria:

Demonstrable experience in roles requiring data interpretation, strategic insight, or intelligence gathering.
- Experience with data tools (e.g. Power BI, SQL) is advantageous, but not essential if the candidate demonstrates a strong interest in learning.
- Have a flexible approach to work to meet the needs of the team, and the capability to succeed in a changing environment.
Additional information
Over the 36-month apprenticeship, 22 months will be as part of an accelerated training phase with a minimum of 20% off-the-job training. The format for this is:

Tutor-led, interactive seminars via Teams or Zoom
- Monthly 1-2-1 time with an experienced skills coach
- Small group round tables
- Behavioural and pastoral support from a Learner Progress Adviser
- Online learning and self-study materials
- An individualised Workplace Development Plan focused on both learner and business needs

Once you have successfully completed your modules you will progress to the End-Point Assessment to complete your apprenticeship. This is outlined in the end point assessment plan and consists of:

- A project with presentation and questioning
- Professional discussion underpinned by portfolio
We and your tutor will give you plenty of support and encouragement to ensure you are prepared and confident to complete this stage.
When you aren’t learning with JGA Group, the rest of your time will be spent with us learning on the job, where you will gain real-world experience, and apply your learning as part of the Business Intelligence team.
