We are a newly established domiciliary care agency based in Hertfordshire, founded with a clear mission: to deliver compassionate, high-quality home care that is person-centred and culturally sensitive. We are particularly focused on serving South Asian communities in the region, where demand for culturally aware care is growing and underserved.
Our director brings a background in leadership, finance, and community engagement. We are now seeking the right Registered Manager to join us as a founding team member and help us build this agency the right way — from CQC registration through to our first clients and beyond.
The Role
As our Registered Manager, you will be the CQC-named manager for our domiciliary care service and the operational lead responsible for the quality, safety, and compliance of everything we deliver. You will be central to the CQC registration process, and once registered, you will oversee the day-to-day running of the service as it grows.
In the early months, your focus will be on getting us registered and operational. As we take on clients, your role will evolve into full service management — with your hours and remuneration reflecting that growth.
Your responsibilities will include:
- Acting as the CQC Registered Manager, taking named responsibility for the regulated activity
- Completing and submitting the CQC registration application in conjunction with the Nominated Individual
- Preparing for and attending the CQC fit person interview
- Developing and maintaining all policies, procedures, and governance frameworks to meet CQC standards
- Overseeing care planning, risk assessments, and person-centred care delivery
- Recruiting, inducting, and supervising care staff in line with safer recruitment principles
- Ensuring compliance with the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014
- Managing safeguarding concerns and acting as Safeguarding Lead
- Maintaining accurate records and supporting audit and inspection readiness at all times
- Building relationships with referral partners, local authorities, and healthcare professionals
- Reporting to the director and supporting strategic decision-making as the business scales
What We’re Looking For
Essential:
- Current or previous registration as a CQC Registered Manager for a domiciliary care service
- Level 5 Diploma in Leadership for Health and Social Care Services (Adults’ Management) — Ofqual-regulated qualification (RQF)
- Strong, demonstrable knowledge of CQC regulations, the Key Lines of Enquiry, and the Well-Led framework
- Experience managing or setting up a domiciliary care service
- Sound knowledge of safeguarding, risk management, and care governance
- Excellent communication, record-keeping, and organisational skills
- A genuine commitment to person-centred, dignified care
- Right to work in the UK
Desirable:
- Experience setting up a new domiciliary care service from scratch
- Knowledge of or experience working with South Asian communities or providing culturally sensitive care
- Experience working with self-funding clients and/or local authority commissioning in Hertfordshire
- Full UK driving licence and access to own vehicle

A Note on the Role Structure
We want to be transparent: this role begins part-time because we are a new provider building from zero. We are not asking you to accept reduced pay indefinitely — we are asking you to grow with us. The expectation is that within 6–12 months, as our client base establishes, this becomes a full-time role at a full-time salary.
