Head of Service – Waste Procurement & Strategic Services (Public Sector)

Pay Rate: PAYE: £29.60 per hour or Umbrella: £38.74 per hour
Seven Resourcing are recruiting for a senior Head of Service – Waste to lead the development and delivery of a major strategic procurement programme for future waste treatment and disposal arrangements. This is a high-level interim opportunity operating at Head of Service equivalent, focused on shaping long-term service continuity beyond a major cross-authority contract expiring in 2029.
Role Overview
This is a strategic leadership position responsible for designing and delivering a future-proof procurement and service delivery model for waste disposal services across a large public sector partnership.
You will lead on complex programme development, stakeholder engagement, governance, and risk management, ensuring alignment with regulatory requirements and organisational objectives.
The role requires strong experience in waste management services, large-scale procurement strategy, and multi-agency collaboration at senior level.
Key Responsibilities
- Lead the development of a comprehensive procurement strategy for future waste disposal and treatment services
- Work in partnership with multiple local authorities and external stakeholders to design and implement new service arrangements
- Engage and coordinate internal teams, external advisors, and government bodies to support programme delivery
- Establish and maintain governance frameworks to support effective decision-making
- Identify, assess, and manage risks across the procurement and transition programme
- Produce high-quality reports, policy papers, and presentations for senior leadership, elected members, and external agencies
- Present strategic recommendations to senior stakeholders, including committees and government departments
- Ensure compliance with relevant waste management regulations and procurement legislation
- Apply structured programme and project management principles to ensure delivery within budget and timelines
- Support and collaborate with existing waste service teams throughout transition planning
Skills, Knowledge & Experience
- Significant senior-level experience within waste management services or environmental services
- Strong background in public sector procurement strategy and programme delivery
- Proven experience working with multi-agency partnerships and complex stakeholder environments
- In-depth understanding of waste legislation, regulatory frameworks, and service delivery models
- Ability to lead large-scale transformation or transition programmes
- Strong analytical and risk management capability
- Excellent report writing and presentation skills for senior audiences
- Experience engaging with elected members, senior executives, and external regulators
- Strong leadership, negotiation, and influencing skills
