We are looking for an experienced Service Charge & Rent Manager to lead the operational delivery of service charges and rent processes across a portfolio of 7,000+ homes.
This is a key leadership role responsible for ensuring accurate billing, strong financial performance, and a transparent, customer-focused service for residents.
About the Role
Reporting to the Head of Service Charges, Rent & Income, you will oversee the end-to-end management of service charges, rents, and associated income streams, while leading a small, specialist team.
You will play a critical role in ensuring compliance, improving processes, and delivering a high-quality service to residents, while also deputising for the Head of Service when required.
Key Responsibilities
Operational Management
- Oversee the setting, billing, and reconciliation of service charges and rents
- Ensure accurate allocation of costs across estates, schemes, and tenures
- Manage annual rent and service charge cycles, including notifications and accounts
- Oversee sinking funds, estate charges, and utility billing
Financial & Performance Management
- Manage service charge budgets, forecasting, and cost control
- Monitor income performance and ensure value for money
- Identify risks and opportunities to improve cost recovery and efficiency
Leadership & Team Management
- Lead, develop, and support a team of service charge specialists
- Set clear performance expectations and drive high standards
- Foster a culture of accountability, collaboration, and continuous improvement
Compliance & Governance
- Ensure compliance with relevant legislation, including leasehold and housing law
- Lead on audits, reporting, and regulatory requirements
- Oversee Section 20 consultation processes and managing agent relationships
Resident & Stakeholder Engagement
- Ensure clear, transparent communication of charges to residents
- Resolve complex queries and complaints professionally
- Build strong relationships with internal teams, contractors, and managing agents
Service Improvement
- Drive process improvements and system enhancements
- Support transformation initiatives and implementation of new technologies
- Use data and insight to improve performance and customer experience
About You
- Strong experience in service charges and rents within social housing or property
- Experience leading teams in a customer-focused environment
- In-depth knowledge of leasehold management and relevant legislation
- Strong financial and analytical skills
- Excellent communication skills, able to explain complex charges clearly
