About the Role
We are looking for an experienced Emergency Management Programme Lead to lead the delivery of a council-wide Emergency Management Improvement Programme.
This is a key role focused on improving emergency planning, response, recovery, and organisational resilience. You will work closely with senior leaders, council services, and external partners to deliver important improvements and ensure the council meets its legal responsibilities.
The successful candidate will be able to work at both a strategic and operational level, driving change and delivering results within challenging timescales.
Key Requirements
- Significant experience in emergency planning, resilience, or civil contingencies within local government or a similar organisation.
- Strong knowledge of the Civil Contingencies Act, Local Resilience Forums (LRFs), and national resilience standards.
- Proven experience leading and delivering complex programmes involving multiple stakeholders.
- Excellent communication and stakeholder management skills, with the ability to influence senior leaders.
- Relevant resilience, emergency planning, or programme management qualification, or equivalent experience.
Key Responsibilities
- Lead the delivery of the Emergency Management Improvement Programme, ensuring key actions are completed on time.
- Review and update emergency management plans, policies, governance arrangements, and performance measures.
- Strengthen major incident response arrangements, including command structures, escalation processes, and emergency centre readiness.
- Work with council services and partners to improve resilience, business continuity, training, and exercising programmes.
- Provide regular progress updates, assurance reports, and strategic advice to senior leadership and elected members.
