Asbestos Surveyor

About the Role
We are seeking an experienced Asbestos Surveyor to join a busy Facilities Management team within a local authority environment.
This is a specialist role where you will act as the Council's lead expert on asbestos management, ensuring compliance across a diverse property portfolio including public buildings, schools, and third-party organisations. You will provide technical expertise, manage asbestos compliance programmes, oversee consultancy and removal contracts, and support wider statutory compliance activities.
The role offers flexible working arrangements and the opportunity to make a significant impact on the safety and compliance of a large and varied estate.
Key Responsibilities
- Lead and manage the Council's asbestos compliance programme across all operational properties.
- Maintain and develop asbestos asset registers, management plans, and compliance records.
- Manage asbestos surveys, inspections, remedial works, and removal projects.
- Develop specifications, schedules of rates, tender documents, and procurement packages for asbestos-related services.
- Act as Contract Administrator and Project Manager for asbestos consultancy, surveying, and removal contracts.
- Chair contract meetings and oversee contractor performance, quality assurance, and compliance.
- Provide expert asbestos advice and guidance to managers, schools, contractors, and stakeholders.
- Develop and deliver asbestos awareness and compliance training.
- Investigate asbestos-related incidents and coordinate emergency responses where required.
- Manage budgets, quotations, invoices, recharges, and financial reporting associated with asbestos services.
- Produce compliance reports, management information, and risk assessments.
- Support wider Facilities Management functions and manage other statutory compliance contracts when required.
- Deputise for the Programme Manager (Premises) when necessary.
RequirementsEssential
- Significant experience managing asbestos compliance within a local authority, public sector, facilities management, or property environment.
- Strong knowledge of asbestos legislation, HSE guidance, and statutory compliance requirements.
- Experience managing asbestos surveys, remedial programmes, and removal projects.
- Experience procuring and managing specialist contractors and consultants.
- Strong project management and contract administration skills.
- Excellent stakeholder management and communication skills.
- Ability to interpret technical reports and provide practical compliance solutions.
- Experience maintaining compliance databases, records, and management systems.
- Full UK Driving Licence and willingness to travel throughout the Borough.
Desirable
- BOHS P405 Management of Asbestos in Buildings or equivalent asbestos qualification.
- NEBOSH, IOSH, or other health and safety qualification.
- Experience within local government or public sector estates management.
- CAD drawing experience and wider building surveying knowledge.
- Membership of a relevant professional body.
