VACANCY – CADET EXECUTIVE OFFICER
HEREFORD & WORCESTER ARMY CADET FORCE
Applications are invited for the post of Cadet Executive Officer (CEO) with Hereford and Worcester Army Cadet Force. The successful candidate will be located in the County Headquarters, H&W ACF ,Suvla Barracks , Harold Street ,Hereford HR1 2QX
The salary for the appointment commences at £44,008 which includes an addition for working unsocial hours and for hours worked in excess of standard hours. In addition, the successful candidate will be required, as a condition of their employment, to hold a commission in the Army Cadet Force at the rank of Major, for which they will receive payment at the appropriate rate up to 28 days per annum.
A voluntary contributory pension scheme is in operation, this is a Career Average Revalued Earnings scheme (CARE) in which the employer contribution is 13% and the employee contribution 5%.
There is a holiday entitlement of 25 days (30 days for those with a minimum of 5 years public/military service). The appointment is for a probationary period of six months.
Working through the Deputy Chief Executive as line Manager, the successful applicant will be answerable to the Chief Executive and must have ideally served in the Armed Forces or Cadet Forces. You should have experience in the following:
a. A sound knowledge of the military system and a wide administrative experience.
b. Be familiar with all aspects of military accounting procedures.
c. Be able to advise the County Commandant on all aspects of the APC Syllabus.
d. Be conversant with staff work to facilitate dealing with military headquarters at various levels.
The successful candidate will also be required to be Security Cleared prior to appointment this will include an Enhanced Disclosure from the Disclosure and Barring Service (DBS)

1. JOB DESCRIPTION
Appointment Details:
Job Title: Cadet Executive Officer (CEO)
Job Grade: C2 (All Hours Worked)
Department: Army Cadet Force (ACF)
Reports to: Deputy Chief Executive (DCE)
Job Purpose: Operational direction, management, and logistical delivery of ACF admin support.
2. GENERAL DESCRIPTION OF ROLE:
a. The CEO is a Crown Servant and a full-time civilian employee of the Reserve Forces’ and Cadets’ Association for the West Midlands.
b. Act as the Commandant’s principal adviser and manager across all enablement functions. These include finance, infrastructure, health & safety, security, logistics, equipment, transport, personnel administration, data protection and child safeguarding.
c. The CEO is responsible for the day-to-day enablement of the Headquarters of the County, supported by Clerical Administrative Officers (CAOs), a Cadet Quartermaster (CQM), Cadet Stores Assistant (CSA) and a number of Cadet Administrative Assistants (CAAs).
d. The CEO is responsible to the WM RFCA in matters of organisation, County activity enablement and Health and Safety at work.
3. PRINCIPAL AREAS OF ACCOUNTABILITY/TASKS AND DUTIES
a. The leadership and management of the Professional Support Staff (PSS) including annual appraisals, developing objectives, support and training
b. The CEO is the Cadet Designated Safeguarding Lead (DSL) for the County.
c. The CEO is the County Public and Non-Public Fund manager.
d. The CEO is the Branch Security Officer (BSyO) as defined be LCSO 2004 Part 4, responsible for the aspects of security as directed by WM RFCA.
e. The CEO is responsible for the implementation and enablement of all relevant regulations and legislation.
f. The CEO seek to optimise the county organisational PSS structures and deliver effective enablement of Cadet and CFAV activity.
g. Supervise the work of the Permanent Professional Staff, ensure the provision of any necessary training, advise and report on performance as directed by RFCA regulations.
h. As line manager, attend to any Permanent Support Staff disciplinary, welfare and administrative matters.
i. The CEO will support the enablement of the ACF within the County by:
(1) Supporting the Commandant in the planning, delivery and execution of the delivery of the annual camp.
(2) The collation of statistical information and returns for internal and external management control, including control and allocation of volunteer allowance.
(3) Supporting the Commandant in the appointment and vetting of Officers and Adult Instructors.
(4) Supporting the raising, disbanding and inspection of ACF detachments.
j. Attendance at WM RFCA meetings and events as required and act as Secretary for local committees as directed by the DCE WM RFCA.
k. Provide support to the Commandant with their responsibility for the welfare of cadets and adults.
l. The CEO will overarch the responsibility for, and monitor the care of any vehicle fleet, equipment and/or other items under their control. In particular the CEO will ensure vehicles and equipment are used efficiently as possible to fulfil their role.
4. HEALTH AND SAFETY
a. The CEO’s primary Health and Safety responsibilities are to:
(1) Ensure the PSS diligently conduct their undertaking with respect to the Estates/PSS Cadet Infra SMS in the delivery of the ‘safe place’ in support of the Chief Executive WM RFCA.
(2) Ensure the delivery of County Health and Safety Policy and procedures relating to Army Cadet Force activities throughout the areas of responsibility.
(3) Understand the requirements of the Safety Management System (SMS) in conjunction with the Health and Safety at Work Act 1974, the Management of Health and Safety at Work Regulations 1999 and all other relevant Regulations and Codes of Practice.
(4) Ensure that all employees utilise the SMS system accurately, promptly and in compliance with WM RFCA corporate governance.
(5) Review safe systems of work for staff and periodically monitor and review procedures to ensure they remain relevant and valid.
5. SECURITY
a. Ensure compliance with organisational Security Standing Operating Procedures (SyOps) governing the use of WM RFCA Local Area Network (LAN) and utilise MOD Wide Area Network (WAN) infrastructure for voice and data IT systems.
6. LIAISON
a. Within authorised resources, develop and nurture relationships with external stakeholders and their staff including:
(1) The JMC
(2) Lord Lieutenants offices where directed by the RFCA,
(3) Other single Service Cadet Forces leads
(4) County staff within other RFCAs.
(5) Army Regular and Reserve Units (including the Cadet Training Team).
(6) Affiliated Commanders and staff on ACF matters
(7) Civil authorities, including both statutory and not statutory
(8) Other cadet forces, youth organisations and education committees.
(9) The Army Cadet Force Charitable Trust UK (ACCT UK).
7. Cadet Designated Safeguarding DSL (DSL) Duties
a. The CEO as the County DSL is responsible for being the Commandant’s advisor on Safeguarding matters. The roles and duties are contained in the ACF Cadet Force Standing Order for Safeguarding (CFSO 2200).
b. As Cadet DSL the CEO is a standing member of the JMC Safeguarding Briefing Group.
8. Non-Public and Public Accounts Management
Budget Responsibilities
a. Control of, in consultation with the Comdt, and in compliance with the appropriate Defence and Army policy.
b. Control of, in consultation with the Comdt, the Volunteer Allowance budget in line with ACF Regulations and other supplementary standing orders, instructions and direction from the MoD, Regional Command and the Joint Military Command
c. Maintenance and management of Public and Non-Public funds in accordance with Cadet Force Financial Orders/Instructions and the RFCA SLA (Army)
d. Maintenance and management of Public and Non-Public funds in accordance with Cadet Force Financial Orders/Instructions and the RFCA SLA (Army).
e. To ensure, in conjunction with the DCE, that all County NPFs are subject to annual audit, ensuring timely resolution of all audit action points and clear reporting of any unresolved matters, including associated rationale and mitigating circumstances.
9. Secondary Duties

a. As a condition of employment, a CEO shall be appointed to a Cadet Forces’ Commission in the rank of ACF Major. Retention of this Cadet Forces’ commission shall be through the period of employment and is a mandatory requirement.
b. As an officer in the ACF, will provide support to the Commandant in line with the duties reflected in this JD.
c. Will attend annual and camp and courses, also some weekend work (in accordance with RFCA Staff Regulations).
d. Any other task as detailed by the DCE commensurate with grade, experience qualifications and training.

a. The CEO, as a requirement of employment with WM RFCA, must hold a DBS Certificate (Enhanced) against the barred list. Any adverse information disclosed on the certificate will be adjudicated by the CE WMRFCA and the ACSH hub as to whether employment as CEO is suitable and can continue.
