Base salary: £50119 pa to £58963 pa depending on skills and experience. In addition, we offer flexible benefits fund of 20% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits - check them out in the Benefits section on our website.

As a Project Controls Manager, you will be responsible for the development of the project baseline across scope, time, cost, risk and quality for a development or delivery area of the HS2 Programme, providing analysis of performance against the baseline and highlighting any trends or risks to support decision making. The role will also support controls governance and change management to ensure all impacts to the baseline are assessed and managed.
About the role:
- Manage the Hybrid Bill programme change control activities, conduct quality assurance checks of change requests ensuring proposed changes are fully assessed with clear visibility of implications and movements from the programme baseline position in scope, budgets and schedule and evidence of consultation with other internal functions;
- Monitor, review and report to the Rail Development Head of Project Controls on the quality of change proposals submitted for inclusion against baseline. Provide guidance and corrective actions to functional departmental teams to improve quality of change control information;
- Ensure all approved changes are correctly attributed, and incorporated into, planned schedules of activity, costs models and estimates, and Work Breakdown Structure (WBS);
- Assist in preparation and submission of monthly performance reports for all programme changes to key stakeholders to enable prompt decision-making, approvals and financial authorisations;
- Champion compliance of the HS2 programme change management process and liaise with functional departmental teams to provide advice, guidance, recommendations and training on process and system;
- Support ongoing design development improvements, user testing, training and implementation of system improvements to the Rail Development programme change management system Change Control Toolset (CCT);
- Obtain User feedback and incorporate lessons learned into the Hybrid Bill Change Management and Governance process;
- Manage implementation of the HS2’s programme change management processes using HS2’s Change Control Toolset (CCT) ensuring it remains fit for purpose for current and future needs of the programme;
- Responsible for managing the assurance of Project Controls Data and ensuring adherence with Project Management Office (PMO) and Project Controls policies, processes and standards across development and delivery areas;
- Manage secretariat of the Integration & Change and Forum (ICF), and any other programme change meetings. Responsible for diary management for ICF and timely production of agendas, meeting minutes and action trackers;
- Engage with Hybrid Bill petition managers and wider stakeholders to maintain a forward look of impending programme changes;
- Responsible for providing functional line management, performance management and objective setting support to direct reports;

- Facilitation - Ability to manage workshops to solve critical problems and provide clear direction to team members on the actions needed to manage and mitigate any critical issues
- Data analysis - Ability to analyse and interpret data and produce accurate timely and informative reports in multiple formats targeted to the needs of the audience
- Problem Solving – Ability to identify problems and review related information to develop and evaluate options and implement solutions
Knowledge:
- Knowledge of one or more of the core Project Controls disciplines, including; Schedule Management, Cost Management, Change Management and Risk Management
- Basic knowledge of baseline development and maintenance of baselines
- Basic level of knowledge of the fundamentals of Project and Commercial Management including understanding of cost delivery, schedule targets
Type of experience:
- Experience in project controls on projects/programmes
- Experience in one or more the core project controls functions, including; baseline maintenance, schedule management, cost performance, change management, risk management and performance reporting
- Experienced in the management and control of key Project Controls systems (e.g. Primavera P6, Prism, CEMAR, etc.)
- Experience of facilitating and administering project performance reviews and presentation with stakeholders.
- Experience of managing and/or influencing governance forums including project change and investment boards with delegated decision-making powers.
