Reception, Admin & Finance Assistant (Part-Time)
Location: Hamble Parish Office, Hamble-le-Rice
Hours: 20 hours per week, Monday to Friday (aligned with office opening hours)
Salary: LC1 (Points 5–6) £25,583–£25,989 per annum (pro rata), with progression to Points 7–12 following successful completion of probation, training and assumption of finance and bookkeeping responsibilities.

About Hamble Parish Council
Hamble Parish Council is a small, friendly and busy local authority serving the vibrant community of Hamble-le-Rice within Eastleigh Borough. We manage a wide range of facilities and services, including car parks, sports pitches and pavilion, play areas, allotments, a dinghy park, cemetery and extensive public open spaces.
We are looking for a highly organised and customer-focused Administration & Finance Assistant to join our team and play a key role in supporting the day-to-day operations of the Council.
The Role
This is a varied and rewarding position that combines front-of-house customer service, administration and bookkeeping support. As the first point of contact for residents, visitors, councillors and stakeholders, you will provide professional assistance in person, by telephone and via email, while also supporting the Council's financial administration and community engagement activities.
Key Responsibilities: Customer Service & Reception
- Act as the first point of contact for visitors, residents, councillors and stakeholders.
- Manage enquiries received in person, by telephone and email, ensuring a professional and helpful service.
- Assist residents with reporting local issues using online reporting systems.
- Support the induction of newly elected councillors, including arranging training and IT setup.
Finance & Bookkeeping
- Support the administration of the Council's financial systems and records.
- Maintain accurate sales and purchase ledgers.
- Process and reconcile income and expenditure records.
- Count, record and reconcile cash collected from council-operated car parks.
- Create and maintain customer accounts and records.
- Code and enter regular cash book transactions, including parking income, dinghy park fees and permit payments.
- Assist with month-end reconciliations and financial reporting.
- Ensure financial records are retained and stored in accordance with Council policies and HMRC requirements.
- Support compliance with the Council's Financial Regulations and Transparency Code.
- Prepare financial information and reports for Council and Committee meetings.
Administrative Support
- Assist with the preparation and administration of Council and Committee meetings.
- Support the issuing of resident parking permits.
- Assist with facility bookings, dinghy park allocations and event parking arrangements.
- Maintain organised electronic filing systems using Microsoft 365 and SharePoint.
- Assist with ordering supplies and services for Council operations.
- Support cemetery administration and enquiries.
- Help coordinate civic events and community activities, including venue bookings and catering arrangements.
Community Engagement
- Assist in maintaining and updating the Council website.
- Support the production and distribution of the Parish Newsletter.
- Ensure Council noticeboards are kept accurate and up to date.
- Work collaboratively with colleagues and external communications providers to keep the community informed.
About You
We're looking for someone who is friendly, organised and enjoys working with people. You'll be comfortable managing multiple tasks, handling enquiries professionally and maintaining accurate records.
Essential Skills & Experience
- Previous experience in a customer-facing administrative role.
- Excellent communication skills, both written and verbal.
- Strong numeracy and attention to detail.
- Good working knowledge of Microsoft Excel, Word and Outlook.
- Ability to work independently while contributing positively to a small team.
- Strong organisational skills and the ability to prioritise workloads effectively.
Desirable Skills & Experience
- Previous experience within local government, public sector or not-for-profit organisations.
- Experience using Microsoft 365, SharePoint and Microsoft Teams.
- Previous bookkeeping or finance administration experience.
