As a member of the Capital Projects Team at Kingston and Richmond NHS Foundation Trust, the Capital Project Support Officer will provide support and management on the delivery of all capital projects. The post holder will draw on their experience to support the Deputy Director of Strategy and Capital Programme with ensuring that a standard project management methodology is built into all aspects of the programme.
The post holder will be a first point of contact for many of the varied workstreams within the programme and will need to maintain programme plans and keep the team on track.
They will provide the necessary support to the Capital Projects Team ensuring all projects are delivered in a professional manner, in accordance with agreed programme approaches, to quality, time and within budget.
They will also manage stakeholder relationships internally and externally as appropriate, acting as the liaison for the varied capital programme at any given time, ensuring forward planning of projects likely to affect operations across the Trust.
To support the Capital Projects Team with respective project support duties, including but not limited to:
- Preparation and maintenance of configuration management for all schemes within the Capital Programme on Microsoft Teams, including all appropriate documentation, drawings, quotes and project plans, in order that all information is readily available and stored logically.
- To ensure that the established internal and external project reporting structures are adhered to, using agreed processes for the works.
- Recognise that the level of governance will depend on the size and scope of each project.
- To ensure a consistent approach to project scoping documentation and specifications are applied across each project.
- To support the implementation of processes that will support the management of the capital budget, such as requests for schemes from the wider organisation.
- To ensure all projects and works are documented utilising the agreed project management tools, including developing, maintaining and updating project-specific records.
- To maintain a thorough understanding of all elements of the projects to ensure an effective and informed first point of contact to all internal and external stakeholders.
- To support Capital Project Managers on project management best practice methodologies including PRINCE2.

Technical Duties and Responsibilities
- Completion of project RAID logs for individual projects to guarantee successful outcomes.
- To provide administrative support to project, initiative and design meetings.
- To work with key stakeholders providing specialist knowledge to ensure clear understanding of problems and commitment to proposed solutions.
- Input, design, structure and implement a range of information via charts, spreadsheets, databases and presentations using MS Excel, MS PowerPoint, MS Word, MS OneNote, MS Teams, MS Project and MS Visio.
- To support creation of project plans that outline progress to date and future deadlines and milestones of projects and initiatives.
- To support the planning and organising of a broad range of complex meetings relating to projects, initiatives and schemes.
- Adhere to robust Information Governance (IG) standards and IG Toolkit requirements when deploying major strategic projects.
- Arrange access to clinical and non-clinical areas for building and engineering works, including issuing of permits for all associated service shut-downs, using the Trust's forward-planning process.
- Identify and communicate gaps across the Trust in respect of CAD drawings, schedules of work, outline and detailed design, planning and building regulation applications, tender documentation, contracts, construction, on-site supervision, commissioning, acceptance of works and final evaluation.
- Provide early warning and a proactive approach to anticipated problem areas to ensure that contractual and service deadlines are achieved.
- Ensure the smooth handover of completed projects, involving the inspection, testing, witnessing, commissioning of services/systems, demonstration, training of in-house teams and progressing of defect schedules.
Systems and Equipment
- Standard PC desktop equipment and Microsoft Office packages including Outlook, Word, Excel, PowerPoint and OneNote.
- Use of Microsoft Project for project and programme plans and Microsoft Project Server for project information.
- Use of finance ordering and invoicing systems.
- Use of risk management system for reports.
Decisions and Judgements
- Prioritise and manage own workload in order to meet deadlines.
- Work on own initiative with regards to administration requirements for Trust projects.
- Provide project support to multiple Project Managers simultaneously and prioritise workload according to individual project and programme deadlines.
- Use initiative when making telephone calls or dealing with incoming enquiries.
- Compile standard project information and documentation without reference to line manager.
- Participate in reviewing and developing administration processes where necessary.
- Commitment to developing skills and knowledge as agreed between the post holder, the team, line manager and the individuals they support.
Communication and Relationships
- Whilst co-ordinating and arranging administrative support for Trust projects, the post holder will be required to understand and communicate complicated information and engage in negotiations where persuasive and motivational skills may be required.
- Regular communications, both internally and externally, at all levels including members of the senior leadership team and external suppliers.
- In response to telephone and written enquiries: arranging meetings, cascading information, chasing responses etc.
- Excellent communication skills (verbal and written), requiring tact, diplomacy and confidentiality to deal with all enquiries.
- Communicates with a wide variety of stakeholders by written and verbal means.
- Adopt a highly visible approach to estates and project-related services and actively celebrate the benefits and successes through excellent communication with the Trust's communications team.
- Contribute to the preparation of documents to support the Deputy Director of Strategy and Capital Programme and Director of Estates and Facilities communications and presentations.
Physical Demands of the Job
- Frequent requirement for sitting in a restricted position whilst creating reports and other project-related documentation.
- The post will require occasional exposure to emotional or distressing circumstances when dealing with contractor or supplier poor performance or non-delivery.
- Post holder is expected to undertake out-of-hours working (where the service requires) to support the delivery of projects, in line with all applicable Trust policies and procedures.
Health and Safety
- Operate policies and procedures in respect of Permit to Work Systems, Safety Alerts and other statutory responsibilities that align with the process for Capital Projects.
- Maintain statutory records for building and engineering plant, both in hard copy and software formats on all equipment and services in accordance with statutory requirements and guidance released from NHS Estates.
- Ensure that plant and equipment is prepared for insurance examination, monitoring that all necessary repairs are undertaken.
- Undertake any training required to maintain competency, including mandatory training (e.g. Manual Handling).
Management and Administrative
- Responsible for communicating high-level complex information to all internal and external stakeholders as identified by the Deputy Director of Strategy and Capital Programme.
- Support tender processes for estates capital projects, including developing scope and specification for each project in line with the allocated budget.
- Support raising purchase orders associated with estates capital projects, ensuring they meet Trust Standing Financial Instructions.
- Support and assist senior management in the development of option appraisals and business cases.
Financial, Governance and Budget Responsibilities
The post holder will manage delegated services within the Directorate so that high standards of probity are maintained at all times. This will include:
- Awareness of personal responsibilities in relation to current health and safety legislation.
- Understanding and competent discharge of the Trust's Standing Financial Instructions.
- Complying with the Data Protection Act and UK GDPR.
- Complying fully with all policies and procedures approved by the Trust.
- Providing reports on service performance to the Deputy Director of Strategy and Capital Programme for various assurance committees (Quality Assurance, Health and Safety, Water Management etc.).
- Effectively demonstrating compliance with all aspects of the Trust's risk, safety and governance processes.
- Responsible for ensuring adequate and competent risk assessments are completed for all estate operations and projects.
- Manage procedures for placing orders for goods or contract services in line with Standing Financial Instructions.
- Support monitoring of scheme-based capital budgets, ensuring services are managed within agreed budgets through adherence to the Trust's establishment control system and financial parameters.
- Responsible for ensuring value for money relating to goods and services for all estates and project services.
- Support the development and implementation of approved Business Cases.
- Ensure timely procurement for all professional building services, ensuring their engagement is formalised through appropriate industry-standard form of agreements.
Quality
- The patient and customer are always put first.
- All patient and customer requirements are met and all staff contribute fully to achieving the Trust's corporate goals and objectives.
- Actively engage infection control teams to ensure the Health Act 2009, CQC core standards and lines of enquiry are fully met.
- Ensure accurate and timely progress and forecast reports are provided to support the preparation of KPIs associated with the Capital Projects Team.
- Propose, agree, monitor and manage standards of professional and technical aspects of projects and estates management services; agree standards of service specification through consultation with appropriate officers in the Trust, establishing quality assurance processes and monitoring outcomes.
