Reporting to the Head of People Services, the People Services Manager – People Operations leads a high-volume operational and specialist People Services portfolio covering Shared Services, Pensions and Reward and Benefits, which includes payroll-related activity. The role provides management oversight of three People Services Business Partners, each responsible for one of three defined workstreams: Shared Services, Pensions and Reward and Benefits, and ensures their teams work together as one joined-up service.
This is a high-volume, regulated and deadline-driven role, with responsibility for accurate employee lifecycle administration, pensions governance, pay and reward activity, statutory reporting, workforce data and clear day-to-day advice to managers and colleagues. The postholder will provide assurance, manage risk and maintain effective controls across key operational people processes.
The role also has a strong improvement focus. The People Services Manager will use data, service insight and manager feedback to modernise processes, reduce duplication, improve the employee experience and support more efficient, consistent and accessible People Services across SWFRS.
Candidate Profile
We are looking for someone who can lead a high-volume operational People Services portfolio with confidence and care, while actively modernising how services are delivered. The right person will:
- Lead and support three Business Partners across Shared Services, Pensions and Reward and Benefits.
- Own accurate, timely and well-controlled employee lifecycle processes.
- Use data and workforce insights to improve service quality and support decisions.
- Build positive relationships with colleagues, line managers, representative bodies and external partners.
- Improve systems, processes and ways of working to reduce duplication, remove manual effort, strengthen service quality and support better use of digital tools and self-service.
- Work with pace, resilience and good judgement in a regulated public sector environment.
This is a high-volume, operational role that requires strong generalist HR knowledge and the confidence to provide clear, practical advice to managers and colleagues on day-to-day people matters. The postholder will know when to escalate complex case management matters, or issues that sit within the Colleague Relations and Wellbeing workstream, through the appropriate route.
