What's involved with this role:
A Senior Commercial Lead is a strategic procurement and commercial management professional responsible for developing commercial policies, strategies, governance frameworks, and best practices across an organisation. The role ensures procurement activities are compliant with legislation, deliver value for money, and support organisational objectives. It also involves leading commercial improvement initiatives, analysing commercial data, managing supplier performance, and providing training and guidance to stakeholders and staff.
Qualifications:
- CIPS level 6 or equivalent qualification
Skills & Experience required:
- In-depth working knowledge of the legislative and regulatory framework relevant to public sector procurement, including but not limited to the Procurement Act 2023, Public Contract Regulations 2015.
- Experience of undertaking and /or advising commercial activity through a range of different procurement routes.
- Experience of proactive supplier relationship management including managing contracts, performance management of a supplier and dealing with underperforming suppliers.
- Experience of reviewing outcomes of a project and using the learning to improve future performance.
- Experience of preparation of delivering commercial data, performance metrics, savings etc to inform decisions.
- Experience of working in a commercial function delivering complex procurements and / or in a strategic commercial lead role developing complex commercial strategies / policies/ documentation
Key Responsibilities:
- Provide monthly updates/reports to the Service Manager regarding the delivery of priorities around commercial policy, processes, documents, systems and data ensuring the delivery of objectives and priorities.
- Support the development of the commercial and commissioning framework across the Council to ensure that all third-party spend is fully understood and managed.
- Undertake work to develop, promote and implement a Commercial Strategy with senior stakeholders, supporting the Council’s corporate objectives, the district’s Community Strategy, maintaining a service and citizen focus as well as cost effective commercial delivery.
- Maintain high standards of health and safety practice and take personal ownership of ensuring that health and safety is managed and reported in accordance with corporate standards.
- Support as required the review of systems and procedures in order that optimum effectiveness is maintained.
