Job Purpose
The Principal Integrated Transport Officer is responsible for leading the development and delivery of integrated transport and active travel strategies, policies, and projects across Herefordshire. The role plays a key part in shaping sustainable, accessible, and connected transport networks that support residents, businesses, and visitors. Working collaboratively with internal departments, external partners, stakeholders, and funding bodies, the post holder will drive strategic transport initiatives, secure investment opportunities, and provide expert advice to support informed decision-making and long-term transport planning objectives.
- Lead the delivery of integrated transport priorities within the Local Transport Plan.
- Drive the development and implementation of the Local Cycling, Walking and Wheeling Infrastructure Plan (LCWWIP).
- Identify, develop, and secure external funding opportunities to support transport and active travel initiatives.
- Develop and manage business cases, funding bids, and investment proposals for transport projects.
- Build and maintain effective partnerships with government agencies, local authorities, stakeholders, community groups, and transport organisations.
- Commission, manage, and monitor transport projects, consultants, and external contractors to ensure successful delivery.
- Provide expert transport planning advice to senior managers, elected members, and key stakeholders.
- Support the integration of transport considerations across wider council strategies, policies, and plans.
- Engage with residents, businesses, and communities to develop transport solutions that reflect local needs and priorities.
- Monitor project performance, budgets, and outcomes to ensure value for money and achievement of objectives.
- Analyse transport data, policy developments, and emerging trends to inform strategic planning and decision-making.
- Promote sustainable and active travel initiatives that contribute to improved connectivity, health, environmental, and economic outcomes.
- Support and mentor colleagues while contributing to a collaborative and high-performing team culture.
- Ensure compliance with relevant legislation, policies, regulations, and professional standards.
- Degree-level qualification or equivalent experience in transport planning, transport engineering, planning, geography, or a related discipline.
- Experience in transport planning, policy development, active travel delivery, or a related field.
- Strong understanding of national transport policy, funding programmes, and transport planning principles.
- Experience managing projects, budgets, consultants, and external stakeholders.
- Ability to develop successful funding bids and business cases.
- Excellent communication, presentation, and stakeholder engagement skills.
- Strong analytical and problem-solving abilities with the capacity to develop practical transport solutions.
- Ability to build effective relationships and work collaboratively across organisations and partnerships.
- Experience providing professional advice and influencing strategic decision-making.
- Relevant professional qualification or membership of a recognised professional body.
- Experience working within local government or the public sector.
- Knowledge of active travel infrastructure planning and delivery.
- Experience managing complex transport programmes and externally funded projects.
- Leadership or supervisory experience.
