Overview of project/role
The role of Track Resource Manager is to ensure that requested resources are sourced from various track labour suppliers with the right competencies and appropriate skills, experience and certification to support the delivery programme at the request of the renewal teams
Key Accountabilities
Based on requirements from the daily work plan, resource competent/skilled track operatives from approved external suppliers within the framework agreement, ensuring these suppliers are able to deliver appropriately qualified staff to ensure that all works are completed to time.
- Monitor supplier performance and coordinate feedback from the programme, provide this to the supplier to assist with continuous improvement, escalate any key issue to the Roster Manager, taking corrective actions to remedy more general issues.
- Build effective relationships with the external suppliers and Project Teams to ensure programme resource requirements are fully delivered in engineering hours and possessions and to the quality specified.
- Ensure accurate records are maintained to facilitate correct charging to the project and suppliers and investigate discrepancies.
- Contribute to the daily and weekly resource planning meetings and verify requested requirements against the plan, ensuring discrepancies are investigated and resolved before the labour is procured.
- Chair period review meetings with the suppliers and review KPI’s to help drive supplier and project performance, quality and safety.
- Be a link between the relevant teams to ensure that resources are prioritised based on criticality of need across the whole Track Programme.
- Administer Labour call off contract in respect of all operational issues making sure resource suppliers comply with contract conditions.
Skills, Knowledge & Experience
Skills
- Must have strong computer skills in MS Office
- Ability to effectively communicate with managers at all levels and external suppliers.
- Ability to effectively plan their own workload to meet complex and changing project requirements
- Must possess a clean, full driving license as the post holder may be required to work at various locations within the LU network when no public transport is available during engineering hours or due to line closures.
- Good organisational and analytical skills with the ability to see through data to find root causes.
- Resourceful, adaptable and good at managing conflicting priorities in a time pressured environment.
- A collaborative mindset with strong problem-solving capabilities
Knowledge
- Must have a good understanding of all types of track renewal work within the London Underground network on open section (above ground) in deep tube sections (below ground) and Depot areas.
- Good Knowledge of all track labour competencies and skills to deliver track renewal works.
- Basic knowledge of the Working Time Directive within the rail industry making sure that resource supplied have not exceeded hours allowed to work as stated in the Directive.
- Good Knowledge of any specific qualifications resources required must hold to undertake the works required.
- Working knowledge of Labour call off contracts
- A good understanding of the external track labour market to enable LU to plan to meet its programme delivery milestones.
Experience
- Practical experience of working in a rail infrastructure environment where you will have undertaken activities where you will have been required to gain the specific qualifications that this role is likely to source.
- Extensive experience of taking personal responsibility for managing multi-million pound track resource call off in a large, complex, regulated organisation where there are multiple interfaces and delivering to time, budget and quality.
- Good experience of labour call-off contract administration is required where the post holder has been accountable for chairing regular progress meetings with various external resource suppliers.
