Job Purpose & Scope:
Ensuring HSSEQ goals, objectives, and targets are met through personal leadership and involvement.
Safe delivery and handover of the Project to the Owner, sustainably and safely, on time, within budget, ensuring that a quality product is produced that represents ‘best value’ for the Owner and their stakeholders.
Responsible for all management aspects, other than day-to-day work allocation and supervision, of the PMC group and the associated PMC contracts, and for appointing qualified, experienced project personnel to deliver the work on time, within the agreed cost plan, safely, and to international quality standards.
To ensure that PMC personnel are competent to perform their duties relating to the scope of work as identified in the contract.
To provide leadership in the development and implementation of processes, procedures, and systems utilized by the PMC.
To ensure the Project is adequately resourced with the correct disciplines and size to deliver the PMC to the requirements of the contract.
To provide independent Project Management Consultancy services in coordination with PMC, to provide technical opinion and advice related to shortfalls, recovery plans, minimizing potential risks, and monitoring the Project progress alongside the PMC.
Principal Accountabilities:
Champion the Project safety culture, behaviors, and engagement activities.
Identifying, evaluating, and resolving Project Management issues during the early work phase and EPC/FEED phases of the Project.
Act on behalf of, and as authorized by, the Owner on all matters with respect to the EPC/FEED Contractor, and coordinate Project activities.
Record decisions and instructions from the Owner in Project notes. If such decisions or instructions affect the cost of the work or Project schedule, the Project Manager will approve/obtain Owner's approval before implementing the change.
Attend the Project kick-off meeting to establish, at the start of the Project, the detailed schedule and Project procedures.
Attend regular, or as-needed, meetings at EPC/FEED Contractor’s engineering offices and construction site offices to discuss the progress of engineering, procurement, and construction activities.
Ensure issuance of meeting agendas and minutes covering subjects discussed during meetings.
Assist Owner in obtaining statutory approvals.
Ensure that the Project quality procedures are established, maintained, and implemented by the EPC/FEED Contractor.
Safety and environmental – zero accidents and full environmental compliance.
Review planning and monitor execution of the work.
Owner relations:
Primary point of contact for all activities.
Deliver expected value to the Owner.
Project scope, cost, and schedule control (Project baseline):
Review execution plan.
Ensure a common understanding of scope, cost, schedule, and budgets (measurement and control).
Contract administration:
Ensure a common understanding of contract requirements.
Timely administration.
Timely records and documentation for change control.
Problem anticipation, identification, and resolution.
Project leadership and interface management.
Alignment / integration / coordination of the Project team activities to achieve Project goals.
Review Project communications plan, including:
Schedule meeting updates.
Cost trend meetings.
Critical Items Action Reports.
Project status meetings.
Project correspondence
Management exporting and financial control (financial management):
Monthly Progress Report.
Project Financial Status Report.
Periodic cost and schedule forecasts.
Functional oversight reviews.
Monitor Owner billings and collections.
Organization and staffing of the Project:
Project team: match the people to the role.
Project team DOR / accountability interfaces.
Risk assessment and management: ensure the identification and management of all Project risks.
Ensure the Project objectives are met.
Ensure that the requirements and the applicable HSSEQ Management systems are implemented for the Project.
Ensure that all actions, works and services undertaken by EPC / FEED Contractor are in conformity with the
Owner’s objectives, requirements, priorities, policies, procedures, standards, rules, regulations and guidelines provided from time to time.
Manage PMC services during early work phase and EPC / FEED Contractor in a manner that achieves a state-of-the-art, quality installation meeting performance parameters within the cost and schedule targets set by Owner.
Ensure that effective solutions in Engineering design are adopted while maintaining plant quality, constructability, operability and maintainability.
Coordinate auditing activities of the EPC / FEED Contractor and ensure that the recommendations for improvement are implemented.
Manage and coordinate interface activities between the EPC / FEED Contractor, Owner, as well as with outside third parties.
Ensure that the Project is:
Technically sound and optimally designed.
Engineered to appropriate standards and specifications.
Meeting required product specification.
Meeting Health, Safety and Environmental requirements of the Owner.
Qualifications and Experience:
4 yrs bachelor’s/ engineering degree.
Minimum overall 20+ years of oil & gas experience.
5 yrs GCC experience.
Must have at least 5+ years of experience in a similar position in a Mega Oil & Gas Project.
Experience within FEED & EPC.
Experience in PMC roles.
Experience in offshore projects is required
Bachelor’s Degree in Engineering is a MUST.
ADNOC experience is preferable.
