The role:
We are seeking a Housing Income Management Officer/ Rent Arrears Officer to provide an effective and customer focused housing income collection service, ensuring tenants receive appropriate advice, financial inclusion, support and assistance to enable them to pay and sustain their tenancies.
The majority of your time will be spent on site. You will be responsible for maximising income from rent, and other charges, through preventative and pro-active measures. You will provide an effective yet compassionate, income collection recovery service in accordance with legislation, policy and procedures.
Key accountabilities:
- Manage rent accounts and housing-related debt for vulnerable customers with complex support needs.
- Provide proactive financial inclusion advice, helping customers access benefits, grants, and welfare support.
- Build strong customer relationships through regular contact, home visits, and delivery of legal notices.
- Maximise customer income and promote affordability awareness among customers, colleagues, and partners.
- Handle complex casework, including preparing court documents, witness statements, and representing the Council in court.
- Support customers facing eviction or homelessness with empathy, signposting them to appropriate services.
- Negotiate sustainable repayment plans and payment methods to reduce arrears and help sustain tenancies.
- Collaborate with housing and external agencies while maintaining accurate, compliant, and up-to-date case records.
Key requirements:
- Previous experience in rent collection and rent arrears
- Excellent customer services experience in a Social Housing team
- Experience of supporting customers with a view to preventing them from falling into arrears and to sustain Housing and property tenancies
- Ability to work as a team to achieve income collection targets and reduce arrears in line with targets
- Ability to facilitate changes in working practices
- Experience of using integrated Housing IT systems
- Ability to interrogate the Housing Benefit System to obtain information and advise customers
- Ability to work with other colleagues, departments and organisations
