Job Overview
We are seeking an experienced and proactive Estates Project Manager to lead on property refurbishments, space planning, fit-outs, and new build projects—including modular buildings and operational hubs. In this role, you will act as the driving force behind our estate's improvement, translating complex customer requirements into concise client briefs and managing contractors across RIBA Stages 0-7. As a subject matter expert in property maintenance and CDM 2015 regulations, you will play a crucial role in safeguarding building assets and ensuring the safety and wellbeing of all staff and visitors. Working closely with senior leadership, you will oversee both planned and unplanned works via our Total Facilities Management (TFM) contract, ensuring all projects are delivered safely, on time, and within budget.
Key Responsibilities
- Project & Works Delivery: Lead and coordinate service providers and contractors for property acquisitions, fit-outs, refurbishments, and new build projects under the guidance of senior management.
- Client Briefing & Scoping: Interpret internal customer requirements and translate them into accurate, concise Client Briefs for external service providers and professional partners.
- Technical Expertise: Act as the Subject Matter Expert (SME) for property maintenance, works delivery, NEC Engineering and Construction Contracts, and Construction Design and Maintenance Regulations (CDM 2015).
- Contractor Management: Commission and appoint contractors to deliver activities across RIBA Stages 0-7, strictly monitoring progress against specifications, budgets, and timelines.
- TFM Contract Coordination: Oversee and support planned and unplanned (Out of Scope) maintenance and works activities via our Total Facilities Management contract.
- Document Review & Analysis: Evaluate complex project documentation, including designs, condition surveys, feasibility reports, tender documents, and Operation and Maintenance (O&M) manuals to propose improvements.
- Financial Governance & Value: Produce business cases for works under £100k, analyse cost estimates/quotations to ensure value for money, and manage NEC contract changes such as Compensation Events and Early Warnings.
- Stakeholder & Team Leadership: Chair project meetings, represent the Estates team to internal and external stakeholders, and delegate administrative or financial tasks effectively to project support staff.
The Ideal Candidate
- Proven Experience: Strong background in managing property refurbishments, fit-outs, and estate maintenance projects within a commercial or public sector environment.
- Regulatory Knowledge: Deep understanding of CDM 2015 regulations, health and safety compliance, and asset protection.
- Contract Familiarity: Solid working knowledge of NEC contracts (including managing defect notices and compensation events) and the RIBA project lifecycle.
- Analytical Skills: Ability to review and interpret complex technical drawings, specifications, surveys, and tender documents to make strategic recommendations.
- Commercial Acumen: Experienced in managing project budgets, assessing quotes for value for money, and drafting persuasive business cases.
- Communication & Influence: Excellent negotiation and stakeholder management skills, with the ability to provide professional challenge to internal teams and manage external service providers.
- Leadership Skills: Capable of prioritizing workloads, managing resources, and providing clear direction and feedback to project support staff, even without direct line management responsibility.
