The Charity Senior Finance Officer will support the operational delivery of all financial processes within the Health Board’s Charity. The role ensures accurate, timely and well‑governed financial information to meet statutory, regulatory, and internal reporting requirements.

The post holder will contribute to ongoing process review and modernisation, including exploring opportunities to enhance efficiency through improved digital tools such as automation, Qliksense, AI‑supported solutions and understanding of Power BI dashboards. Also, to propose and support improvements to financial practices and reporting system
Support production of monthly and annual charity financial information in line with the Charity SORP, including variance analysis, donor‑restricted funds reporting, income reconciliation, and support for external audit.

KEY DUTIES AND RESPONSIBILITIES
Financial Reporting & Analysis
Support the preparation of monthly and annual Chairty financial reports in line with Charity SORP, including reconciliations, journals and variance analysis
Produce reconciliations and maintain records for all funds, donations, legacies, fundraising events, investment income and fund balances.
Investigate discrepancies and provide solutions to resolve complex financial queries.
Maintain accurate records of donor-restricted funds and provide reports to fund holders and senior managers.
Income, Expenditure and Grants
Support the recording, invoicing, reconciliation and monitoring oof all charity income streams.
Process and monitor charitable expenditure, ensuring compliance with Charity Commission requirements, UHB policies and available funds.
Monitor commitments and ensure timely reporting to fund advisers.
Financial Systems, Controls & Governance
Support the integrity end effective use of the charity’s financial systems - Oracle and associated fundraising and CRM systems.
Implement and maintain robust financial controls, in line with Standing Orders Instructions and charity-specific governance requirements.
Support the production of the annual charity accounts and external audit, including preparation of working papers and responding to audit queries.
Planning, Forecasting & Budgeting
Assist with the preparation of the annual charitable funds’ financial plans and cashflows.
Use advanced Excel skills and reporting tools to provide meaningful financial insights to fund holders or management.
Partnership Working & Communication
Work collaboratively with Fundraising, Procurement, Financial Services, Fund Holders, Fund Advisers, Investment Managers to support effective charity processes.
Provide advice and guidance to non-finance staff on charity financial processes and governance.
Respond professionally and sensitively to queries from donors and external partners.
Service Improvement
Identify and support opportunities to improve efficiency, strengthen controls and modernise charity finance processes, ensuring compliance with audit requirements/ SORP.
Support project work relating to modernisation within the wider finance department.
Participate in audits, projects and data quality reviews as required.
Contribute to the development, mapping and testing automated reporting tools, dashboard and process improvement.
Treasury Management
Provide support to the treasury and income to receipt processes, including cashflow reporting, reconciliations and control reviews.
Deputise for senior colleagues when required.
General Duties
Maintain accurate electronic and physical records, work flexibly to meet agreed reporting deadlines including, month-end, year-end, external financial submissions and audit cycles.
Support wider finance teams as required and contribute to team meetings, training and knowledge sharing.
Liaise with internal and external audit to support the implementation and effective communication of audit recommendations.
Communicate with a broad range of stakeholders including current employees, members of the public relating to all issues for all Charity advice.
Provision of Advice
To assist in providing advice to all appropriate staff on any relevant finance related issues that affect the department.
Staff Management and Development
Assist and participate in the development of continuous improvement by contributing to training, mentoring and development of colleagues and students.
