Would you like to be part of our friendly and welcoming Area 3 Highways team? We manage a diverse highway network across Whitby, Scarborough, Filey and surrounding villages within the North York Moors National Park.
This is an ideal opportunity for an engineer who enjoys a balance of hands-on design work, technical problem-solving and site-based project delivery in an outstanding setting.
The Role
We offer hybrid working, combining home and office working, but this is fundamentally a practical, engineering-led role. Your time will be spent visiting sites, developing designs using AutoCAD, engaging with local communities, assessing issues first-hand and overseeing delivery of projects from start to finish.
You’ll join a team of five Project Engineers and a Senior Project Engineer reporting to the Improvement Manager, working closely with nine Highway Officers, our Highway Customer Communications Officer, Area Manager, and Business Support colleagues.

Could you help us:
You will take a lead role in the design and delivery of highway schemes, including:
- Producing and checking engineering designs for highway maintenance and improvement schemes, including:
- carriageway and footway resurfacing
- drainage solutions
- landslip repairs
- road markings and traffic management measures
- Undertaking site visits, inspections and surveys to:
- identify issues
- develop practical engineering solutions
- ensure constructability and safety
- Overseeing works on site, ensuring schemes are delivered safely in accordance with CDM regulations, and to specification
- Working with consultants undertaking design and project delivery
- Supporting delivery of an annual programme of works (circa £5m), taking schemes from concept through to completion
- Liaising closely with delivery partners (NYHighways) to coordinate works and maintain strong working relationships
- Developing and implementing highway changes such as:
- parking and loading restrictions
- speed limits
- temporary traffic management and road closures
- Engaging with stakeholders including elected members, parish councils and the public, helping translate technical issues into clear, practical solutions
About You
We’re looking for someone who is:
- Passionate about engineering and on-site project delivery
- Comfortable working both in the office and out on site in varying conditions
- Able to apply sound engineering judgement to real-world problems
For Grade JK, you would typically have:
- HNC in Civil Engineering (or equivalent), and
- Experience in highway design and/or construction delivery
We will also consider candidates with transferable skills who are keen to develop a career in civil engineering, with support to achieve relevant qualifications.
