Our client seeking an experienced and commercially focused Senior Commercial Surveyor to take a leading role in delivering an ambitious property agenda.
This is an opportunity to oversee a significant disposals programme while managing a diverse commercial portfolio, helping to shape and deliver the Council’s commercial strategy. You will balance financial performance with wider regeneration, sustainability, and place-making objectives to create lasting value for communities.
This is a visible leadership position requiring strong commercial judgement, confidence in decision-making, and the ability to negotiate and close complex transactions while protecting and enhancing asset value.
About the Role
Reporting into the Head of Property & Development, you will lead the Estates surveying function across disposals and acquisitions, driving commercial outcomes and supporting strategic decision-making across the organisation.
Working closely with senior stakeholders, elected members, and external partners, you will identify opportunities to maximise asset performance while contributing to regeneration and long-term economic growth.
Key Responsibilities
- Lead delivery of the Council’s disposals programme, securing maximum capital receipts and ensuring compliance with all statutory and governance requirements
- Manage and optimise performance across a mixed commercial property portfolio, mitigating risk and protecting value
- Lead the Estates surveying function across acquisitions and disposals activities
- Support and deputise for the Head of Property & Development where required
- Identify and progress commercial, regeneration, and development opportunities across the estate
- Produce and critically review viability assessments, options appraisals, and business cases
- Provide strategic property advice to senior leadership teams and elected members
- Contribute to service planning and support implementation of the Council’s property and disposals strategy
- Build effective relationships across internal departments and external delivery partners to achieve strategic outcomes
About You
We are looking for a confident and commercially astute estates professional who brings credibility, influence, and strong delivery capability.
You will demonstrate:
- Proven experience delivering asset disposals programmes across complex estates
- Strong track record managing mixed-use commercial property portfolios
- Commercial acumen with evidence of maximising asset value and delivering strong financial outcomes
- Experience working within the public sector, with additional private sector exposure highly desirable
- Excellent negotiation skills and the ability to secure favourable commercial outcomes while maintaining long-term value
- Leadership presence with the confidence to influence senior stakeholders and operate at pace
- Experience supporting regeneration, development, and income-generation initiatives
- Strong analytical capability with experience producing business cases and appraisal work
Essential Qualifications & Professional Membership
- Degree qualification (or equivalent professional experience) in Estate Management, Real Estate, Property, or a related discipline
- Full professional membership of a recognised body: MRICS (Member of the Royal Institution of Chartered Surveyors) or equivalent recognised professional accreditation
