Seven Resourcing is recruiting for a Senior Category Manager to join a high-performing Commercial Services team in Wakefield. This is an excellent opportunity for an experienced Category Manager, Procurement Manager, Senior Procurement Specialist, or Public Sector Procurement Lead to take a strategic role within a forward-thinking local authority.
The role sits within a Commercial Services function that supports the Council’s wider ambition to deliver value for money, drive innovation in procurement, and support the delivery of major budget and capital programmes.
This position offers the opportunity to lead on category management activity across key service areas including ICT, HR, and Financial Services, while managing a team of procurement professionals and shaping commercial outcomes across the organisation.
Key Responsibilities:
- Lead and manage a team of procurement professionals within a category management framework
- Oversee the delivery of end-to-end procurement activity across allocated categories of spend
- Provide expert procurement advice, guidance, and support to internal stakeholders
- Develop and implement a category-led procurement strategy to drive value for money
- Ensure full visibility and control of third-party spend across assigned categories
- Deliver procurement training and guidance to Council officers
- Lead complex procurement exercises in line with UK procurement regulations and legislation
- Support continuous improvement of procurement processes and commercial performance
- Work collaboratively with stakeholders to understand business needs and deliver effective sourcing solutions
- Contribute to strategic procurement planning and delivery of organisational priorities
- Ensure compliance with governance, policies, and best practice in public sector procurement
Requirements:
- Proven experience in public sector procurement, category management, or contract management
- Strong knowledge of UK procurement legislation and regulatory frameworks
- Experience managing complex procurement exercises end-to-end
- Demonstrable leadership or line management experience within a procurement environment
- Strong stakeholder management and influencing skills
- Excellent communication skills, both written and verbal
- Strong organisational and planning abilities with attention to detail
- Ability to deliver training, guidance, and support to colleagues
Desirable Experience:
- Experience within local government or wider public sector procurement teams
- Experience managing ICT, HR, or corporate services procurement categories
- Experience developing category strategies and commercial frameworks
- Experience working within transformation or commercial improvement programmes
