Job Title: Interim Manager – Domiciliary & Complex Care
(Inspection Readiness)

Contract: Interim (10–12 weeks)
Reports to: Director / Operations Lead
Role Purpose
To provide decisive, hands-on leadership across domiciliary and complex care services, ensuring immediate stabilisation, regulatory compliance, and inspection readiness.
The Interim Manager will conduct a rapid diagnostic assessment of service performance, identify operational and compliance risks, and implement a structured improvement plan aligned to the CQC Single Assessment Framework. The role is focused on driving measurable improvements in quality, safety, governance, and leadership effectiveness within a defined timeframe.
Key Objectives
- Stabilise service delivery and improve overall compliance standards
- Achieve and maintain CQC inspection readiness
- Strengthen governance, oversight, and quality assurance systems
- Deliver measurable improvements in care quality and service user outcomes
- Build capability, confidence, and accountability within the operational team
Key ResponsibilitiesDiagnostic & Assurance (Initial Phase)
- Conduct full service review including governance, compliance, and operational performance
- Complete risk-rated assessment of service quality and regulatory compliance
- Undertake mock inspection aligned to CQC Single Assessment Framework
- Identify immediate risks and priority improvement areas
Improvement Delivery
- Develop and implement a structured Service Improvement Plan
- Address regulatory breaches, safeguarding concerns, and quality deficits
- Strengthen care planning, risk assessments, and documentation standards
- Improve medication management processes and audit systems
- Ensure robust incident reporting, learning, and escalation procedures
Operational Performance
- Provide hands-on leadership across domiciliary and complex care teams
- Support workforce stability, rota management, and staffing effectiveness
- Improve supervision, training, and staff competency levels
- Embed consistent person-centred care delivery across services
Key Deliverables
- Full diagnostic / mock inspection report
- Risk-rated compliance and governance assessment
- Structured Service Improvement Plan
- Weekly progress reports against agreed KPIs
- Evidence pack aligned to CQC expectations
- Final exit report demonstrating outcomes and sustainability
Person SpecificationEssential Experience
- Proven experience as Registered Manager, Interim Manager, or senior operational leader
- Strong track record of improving and stabilising care services
- Extensive knowledge of CQC regulations and inspection frameworks
- Experience within domiciliary care and complex care services
- Demonstrated success in turnaround, compliance, and quality improvement roles
- Strong background in governance, safeguarding, and regulatory engagement
