Location: Southsea, Hampshire
Rate: £19.68 per hour PAYE / £24.98 per hour Umbrella
Contract: Fixed Term – 12 Months
Hours: 37 Hours Per Week
Working Pattern: Full time (part time/job share considered)
Seven Resourcing are recruiting for a Housing Standards Officer to join a Private Sector Housing and Housing Regulation team. This role focuses on improving housing conditions across the private rented sector, ensuring compliance with housing legislation, and supporting tenants and landlords to maintain safe, healthy, and habitable homes.
The role involves working across Houses in Multiple Occupation (HMOs), carrying out inspections, investigating complaints, and taking enforcement action where necessary to ensure compliance with statutory housing standards.
Key Responsibilities
- Carry out inspections of Houses in Multiple Occupation (HMOs) and private rented properties
- Undertake Housing Health and Safety Rating System (HHSRS) assessments
- Investigate complaints relating to housing conditions and landlord/tenant issues
- Monitor compliance with HMO licence conditions and housing legislation
- Provide advice and guidance to landlords, tenants, and property owners
- Identify appropriate enforcement action and prepare formal notices where required
- Support case preparation for tribunal or court proceedings and attend court when necessary
- Liaise with landlords and tenants to resolve housing issues and improve living conditions
- Ensure accurate record keeping and case documentation in line with statutory requirements
- Carry out proactive, reactive, and routine housing inspections
- Contribute to the delivery of housing standards and enforcement policies
- Maintain up-to-date knowledge of housing legislation and regulatory frameworks
Candidate Requirements
- Experience in housing enforcement, environmental health, housing standards, or related field
- Knowledge of housing legislation including Housing Act 2004 and HHSRS
- Experience carrying out property inspections and assessing housing conditions
- Understanding of HMO licensing and private sector housing regulation
- Ability to prepare reports, enforcement notices, and case documentation
- Strong decision-making and problem-solving skills
- Ability to manage a varied workload and prioritise effectively
- Good communication and negotiation skills when dealing with landlords and tenants
- Competent IT skills including Microsoft Office and case management systems
Desirable Experience
- Level 3 qualification in housing, construction, enforcement, or environmental health (or working towards)
- Level 6 qualification in housing or environmental health (or working towards)
- Membership of CIH, CIEH or similar professional body
- Experience of enforcement casework and tribunal or court preparation
- Knowledge of PACE and wider regulatory frameworks
