The Technical Officer / Surveyor plays a crucial role in delivering technical housing and adaptation services. This position involves managing cases from initial assessment through to completion, conducting site surveys, producing drawings and specifications, and ensuring compliance with relevant legislation. The role demands strong technical expertise to assess feasibility, challenge design and cost proposals, and ensure that works are completed safely, efficiently, and to a high standard. The postholder will collaborate closely with customers, contractors, and internal teams to deliver practical, reasonable, and compliant solutions that meet housing and adaptation needs.
- Manage a caseload of adaptation and technical housing cases, ensuring accurate and timely record keeping.
- Engage with customers, including those who may be challenging, providing support face-to-face, over the phone, and in writing.
- Translate complex technical information into clear, plain English for customers and stakeholders.
- Conduct site visits and surveys to assess the feasibility of adaptation works of moderate complexity.
- Produce technical drawings and plans using CAD, Visio, or similar software.
- Prepare specifications for works and oversee delivery from design through to completion.
- Review contractor quotations and challenge costs where necessary to ensure value for money.
- Monitor works to ensure they meet required quality standards and obtain relevant certifications.
- Identify building defects and propose appropriate remedial works based on HHSRS assessments.
- Ensure all works comply with relevant housing and construction legislation.
- Apply strong knowledge of CDM Regulations, including undertaking risk assessments.
- Review and challenge health and safety documentation provided by contractors.
- Demonstrate asbestos awareness and ensure safe working practices on all sites.
- Liaise with colleagues across departments, contractors, and external professionals to deliver coordinated services.
- Build and maintain strong professional relationships.
- Challenge and influence professionals and clients to ensure solutions are reasonable, necessary, and practicable.
- Prioritise workload effectively to meet deadlines in a high-demand environment.
- Work under pressure with a demanding caseload, ensuring critical timescales are achieved.
- Carry out site visits on a daily basis as required.
- Maintain a proactive, solution-focused, and “can-do” approach.
- Minimum of 2 years’ experience undertaking site surveys, feasibility assessments, and producing plans and specifications.
- Proven experience managing a high-volume caseload with excellent accuracy in data entry and record keeping.
- Experience dealing with challenging customers, contractors, and stakeholders across various communication channels.
- Experience reviewing and challenging costs, specifications, and decisions around what is reasonable and practicable.
- Experience identifying property defects and recommending remedial works using HHSRS.
- Experience working collaboratively with internal teams and external partners.
- Strong technical knowledge of building construction and housing adaptations.
- Competence in technical drawing software (e.g., CAD, Visio or similar).
- Good understanding of housing, construction legislation, and CDM Regulations.
- Asbestos awareness and ability to assess associated risks.
- Excellent communication skills with the ability to simplify complex information.
- Strong numeracy and analytical skills.
