Business Support Officer (Funding)

We are currently recruiting a Business Support Officer (Funding) for our client, a large public sector organisation based in Belfast City Centre.
The successful candidate will be responsible for supporting the monitoring, evaluation and verification of externally funded activities and projects. This role will involve assisting with grant administration, financial monitoring, compliance, reporting, business support processes and the development of administrative systems relating to funding.
Key Responsibilities
- Assist with the monitoring of funded activity to ensure regulations, processes and procedures are followed and grant conditions are met
- Support the administration and financial management of external funding, including letters of offer, financial agreements, service level agreements and memoranda of understanding
- Coordinate administration and data capture relating to the monitoring and evaluation of externally funded activities
- Support the development and maintenance of systems for monitoring funded projects
- Ensure grant income and expenditure is monitored in line with financial procedures, timelines and required documentation
- Assist with revenue and capital estimates, monthly budget monitoring, variance explanations and end-of-year forecasts
- Support purchasing and payment processes, including quotations, tenders and inventory records relating to grant expenditure
- Assist with the verification of third-party grant and funding agreements, ensuring expenditure is eligible and compliant
- Represent the department at audit and verification visits when required
- Manage assigned business support staff, including workload prioritisation and coordination
- Provide financial assistance with the development of funding bids and support managers and staff as required
- Maintain appropriate databases of external grant aid using relevant systems and software
- Support strong working relationships with internal departments and external stakeholders
- Deputise for the Business Coordinator within the post-holder’s area of responsibility
- Assist with the development, monitoring and review of risk registers and action plans
- Provide advice and guidance on financial systems, information systems, performance, procurement and administrative matters
- Support the review, development and implementation of effective processes, operating standards and improved systems
- Represent the department on working groups and complete associated tasks
- Participate in induction, training, staff development and relevant HR procedures as required
- Carry out all duties in line with organisational policies and procedures, including customer care, equal opportunities, health and safety and safeguarding
Essential Criteria
Applicants must, as at the closing date for receipt of applications, either:
- Have a third-level qualification in a relevant subject such as Finance, Business Studies, Accountancy or equivalent qualification and be able to demonstrate at least one year’s relevant experience in each of the following three areas:
OR
Be able to demonstrate at least two years’ relevant experience in each of the following three areas:
- Assisting with the preparation of revenue estimates, the monitoring of budgets and the management of accounts receivable and accounts payable functions
- Administration, monitoring and evaluation of significant grant processes, providing management information and verification and compliance with funding agreements
- Managing business support staff on a daily basis, including programming workloads and priorities
