The Senior Mobility Specialist is responsible for leading and advancing immigration programs that support the organization's global talent strategy, workforce planning objectives, and business growth initiatives. This role serves as a strategic advisor to business leaders, Human Resources, Talent Acquisition, Legal, and external immigration partners to ensure immigration programs are scalable, compliant, employee-centric, and aligned with organizational priorities.
In addition to managing complex immigration processes and policy frameworks, the Senior Mobility Specialist plays a critical role in enabling business outcomes by leveraging mobility solutions to support talent deployment, organizational transformation, market expansion, workforce agility, and retention strategies.
Key Responsibilities:
Lead the design, implementation, and continuous improvement of global immigration programs, policies, and governance frameworks.
Serve as the subject matter expert on employment-based immigration matters, providing strategic guidance to HR, Talent Acquisition, Legal, and business stakeholders.
Manage relationships with external immigration counsel and service providers to ensure high-quality service delivery, cost efficiency, and regulatory compliance.
Monitor legislative, regulatory, and policy developments impacting immigration programs and proactively assess business implications.
Develop scalable immigration processes that enhance the employee experience while mitigating organizational risk.
Analyze immigration trends, case volumes, approval rates, and operational metrics to identify opportunities for process optimization and strategic decision-making.
Drive compliance initiatives, audits, and documentation practices to ensure adherence to immigration laws and company policies.
Manage escalated and complex immigration matters involving critical talent, senior leaders, and high-priority business needs.

This includes providing consultation, support and guidance to managers/employees throughout the assignment lifecycle; performing assignment compensation reviews; preparing assignment cost projections at all levels; and applying subject matter expertise on complex assignment, immigration, and relocation matters. Develop and maintain partnership with various line of business in-order to: ensure clear understanding of business requirements, strategic approach and compliance standards; communicate to the business the immigration standards and strategy; assist in developing communications, training and other material related to Global Mobility compliance. Direct the periodic review of the Global Mobility procedures, communications and documentations to ensure up-to-date information and relevance. Identify problem areas and provide recommendations for process improvement. Support the creation and implementation of the communication and education programs for HR, Recruiting, Lines of Business, Managers and Employees regarding Oracle's global mobility policies, processes and procedures. Partner / coordinate with cross functional departments to ensure the success of the mobility programs, such as International Tax, Accounts Payable, Travel, Payroll, etc. Ensure employee and corporate compliance with immigration, labor, employment and tax legislation (in partnership with legal, tax and local HR). Manage processes with Global Mobility vendors to ensure adherence with Oracle's requirements, quality standards and policies to ensure a smooth mobilization process. Participate in global / regional / country special projects related to Global Mobility. May perform other duties as assigned.
