What's involved with this role:
We are seeking an experienced Highways Engineer (Planning) to join our Development Management service, playing a key role in supporting the delivery of major residential and commercial developments across the borough.
You will provide expert highways and transportation advice on planning applications, with a particular focus on large-scale residential schemes, retail developments, and complex mixed-use proposals. The role involves close collaboration with planning officers, developers, consultants, and other internal and external stakeholders to ensure developments are safe, sustainable, and aligned with local and national policy.
Skills & Experience required:
- Extensive experience working in highways development management, preferably within a local authority or consultancy environment
- A proven track record of assessing large residential and commercial developments, including retail and mixed-use schemes
- Strong knowledge of UK planning and highways legislation, policy, and guidance
- Confidence interpreting technical reports and translating complex information into clear professional advice
- Experience working collaboratively with a wide range of stakeholders, including developers, consultants, and elected members
Key Responsibilities:
- Provide high-quality highways and transportation advice on planning applications, including major residential, retail and commercial schemes
- Assess and negotiate Transport Assessments, Transport Statements, Travel Plans, and technical highway drawings
- Advise on junction design, access arrangements, parking, servicing, active travel, and highway safety
- Support and attend pre-application meetings, offering clear and practical guidance to developers and agents
- Negotiate and input into planning conditions, Section 106 obligations, and Highway Agreements (as appropriate)
- Ensure highway considerations align with local transport plans, national policy, and sustainable travel objectives
