Estates Officer – Asset & Property Management (Public Sector Property Portfolio)
Location: Scunthorpe (Hybrid: Office & Site-Based Work)
Hours: 37 per week

Pay Rate: PAYE: £19.32 per hour or Umbrella: £23.99 per hour
Seven Resourcing are recruiting for an experienced Estates Officer to support the management and optimisation of a large and diverse public sector property and land portfolio. This is a key role within an Asset and Infrastructure environment, focusing on estate management, valuation support, acquisitions, disposals, and wider property strategy delivery.
Role Overview
As an Estates Officer, you will play a central role in managing a varied property portfolio, ensuring assets are effectively utilised, maintained, and aligned with long-term regeneration, investment, and financial objectives.
You will provide professional estate management and valuation advice, support property transactions, and contribute to strategic asset planning and disposal programmes.
The role requires strong commercial awareness, negotiation skills, and the ability to manage complex property issues in a politically sensitive environment.
Key Responsibilities
- Manage and monitor a portfolio of land and property assets to maximise financial and strategic value
- Support delivery of asset management strategies aligned to organisational objectives
- Identify opportunities for asset optimisation, redevelopment, and disposal
- Provide professional property and valuation advice across acquisitions, leases, and disposals
- Lead and support property negotiations with external stakeholders, developers, and tenants
- Assist in delivering regeneration and development initiatives through effective property management
- Support the implementation of disposal programmes for surplus assets
- Contribute to budgeting, forecasting, and financial planning for property assets
- Undertake property inspections including site visits, development sites, and vacant properties
- Prepare reports, briefings, and recommendations for senior stakeholders
- Deputise for senior estate management staff where required
Skills, Knowledge & Experience
- Degree qualified and/or RICS accredited (or working towards professional qualification)
- Strong background in estate management, asset management, or commercial property
- Experience in valuation, acquisitions, disposals, and property negotiations
- Understanding of property legislation, planning considerations, and public sector asset frameworks
- Ability to analyse complex property and financial data to inform decisions
- Strong communication and report writing skills
- Experience managing competing priorities and sensitive stakeholder relationships
- Budget management experience
- Commercial awareness and understanding of local property markets
Personal Requirements
- Confident working across office and site-based environments (approximately 50/50 split)
- Ability to travel across a wide geographical area at short notice
- Comfortable working in varied property conditions, including construction and vacant sites
- Strong negotiation and influencing skills
- Able to manage changing priorities and reactive workloads
- High level of professionalism, discretion, and political awareness
