An exciting opportunity has arisen within Perth & Kinross Council’s Housing & Communities Service for a Senior Tenant & Resident Participation Worker.
As a lead officer within the Tenant & Resident Participation team, you will play a key role in developing and delivering tenant participation and community engagement activities across Perth and Kinross. You will support and supervise staff, work collaboratively with partners and communities, and help drive forward the Tenant Participation Strategy.

This role is key to ensuring participation is meaningful, inclusive and accessible, enabling communities to have a genuine voice and influence in shaping the services they receive.
You will have experience of community engagement, tenant participation and partnership working, alongside a strong understanding of housing services and relevant legislation. Excellent communication, organisational and leadership skills are essential, as is the ability to motivate others and deliver high-quality services.
Main Accountabilities
- Lead and co-ordinate tenant and resident participation activity across Perth and Kinross, including supervision and support of staff
- Deliver and develop the Tenant Participation Strategy by embedding co-production and shared decision-making across housing services
- Engage and consult with tenants and service users, ensuring their views influence service design and delivery
- Promote community empowerment activity, including community asset transfer and capacity building
- Develop and deliver training and support for staff and tenants to work in a collaborative, strengths-based and empowering way
- Facilitate partnership working across services, stakeholders and community planning structures
- Lead tenant scrutiny activity that is independent, evidence-based and shaped by residents, supporting genuine accountability
- Monitor, evaluate and report on performance and outcomes, including compliance with the Scottish Social Housing Charter
- Contribute to service planning, quality standards and continuous improvement by ensuring tenant insight and feedback directly informs strategic direction
This role requires flexibility, including some evening and weekend working, and travel across the Perth and Kinross area. A full UK driving licence is essential.

Experience, Knowledge and Skills
- Experience of tenant participation, community engagement and capacity building
- Knowledge of housing services, community empowerment legislation and relevant policy frameworks
- Experience of planning, delivering and evaluating engagement strategies and activities
- Proven ability to lead, support and develop staff, and work collaboratively with partners
- Excellent communication and report writing skills, with the ability to influence at all levels
- Strong organisational skills, with the ability to prioritise workload and meet deadlines
- Ability to analyse information and demonstrate outcomes through reporting
- Solution-focused approach, with strong problem-solving skills and resilience
- IT skills, with experience of maintaining accurate systems and records
Qualifications and Requirements
- Full UK driving licence and ability to travel across the area
- Degree (or equivalent) in a relevant discipline, e.g. Community Learning & Development
- CIH Level 4 qualification, or a willingness to achieve this
