HR & Recruitment Officer
Location: Bromley, Kent
Salary: £30,000 - £37,000 per annum (depending on experience)
Hours: Full Time, 40 hours per week

Homesdale Supported Living is a growing provider of supported living services for adults with learning disabilities, autism, mental health needs and behaviours of distress across South East London and Kent.
As our organisation continues to expand, we are looking to recruit our first dedicated HR & Recruitment Officer. This is an exciting opportunity to establish and develop an in-house HR function, supporting our managers and employees whilst helping us attract, recruit and retain outstanding colleagues.
This role is primarily HR focused (70%) with responsibility for recruitment activities (30%), making it ideal for someone who enjoys working across the full employee lifecycle.
Experience within health and social care, healthcare, supported living, domiciliary care, residential care, or another regulated environment would be highly advantageous. Knowledge of CQC requirements, safer recruitment practices and workforce compliance is desirable.
What you'll be doing
Human Resources
- Acting as the first point of contact for HR advice and guidance across the organisation.
- Supporting managers with employee relations matters including disciplinary, grievance, capability, probation, performance management and absence processes.
- Advising managers on employment legislation, best practice and organisational policies.
- Maintaining employee records, HR systems and personnel files to ensure accuracy and compliance.
- Monitoring probationary reviews, annual appraisals and supervision compliance.
- Producing HR reports relating to sickness, absence, turnover, retention and workforce trends.
- Leading on employee wellbeing initiatives and staff engagement activities.
- Conducting exit interviews and analysing trends to improve retention.
- Supporting workforce planning and succession planning.
- Reviewing, updating and implementing HR policies and procedures.
- Supporting managers with flexible working requests and other employment related matters.
- Ensuring compliance with GDPR, employment legislation and CQC workforce requirements.
- Supporting apprenticeship programmes, workforce development and training initiatives.
Recruitment
- Managing recruitment campaigns from vacancy approval through to appointment.
- Creating engaging job advertisements and recruitment materials.
- Managing recruitment platforms including Indeed, social media and other recruitment channels.
- Screening applications and coordinating interviews.
- Conducting initial candidate screening calls.
- Managing all pre-employment checks including references, DBS applications, right to work checks and qualification verification.
- Coordinating onboarding and induction processes.
- Monitoring recruitment KPIs including vacancy levels, time to hire and recruitment costs.
- Building relationships with local colleges, universities, job centres and community organisations to attract talent.
- Promoting Homesdale Supported Living as an employer of choice.
Additional Responsibilities
- Managing DBS renewal processes and workforce compliance monitoring.
- Supporting sponsorship and visa compliance where applicable.
- Assisting with payroll administration and employment changes.
- Supporting organisational projects and continuous improvement initiatives.
- Attending management meetings and contributing to workforce planning discussions.
What we're looking for
Essential
- Previous experience within a HR role.
- Strong understanding of UK employment law and HR best practice.
- Experience supporting employee relations processes.
- Excellent organisational and administrative skills.
- Strong communication and interpersonal skills.
- Ability to maintain confidentiality and professionalism.
- Experience using Microsoft Office applications.
- Ability to work independently and manage competing priorities.
- A proactive and solution focused approach.
Desirable
- CIPD Level 3 or above, or working towards a CIPD qualification.
- Experience within health and social care.
- Knowledge of CQC regulated services.
- Experience of recruitment and onboarding.
- Experience using HR and workforce management systems.
- Experience of apprenticeship programmes and workforce development initiatives.
- Knowledge of sponsorship and immigration processes.
